I – CONTEXT OF THE MISSION
Humanity & Inclusion in Ethiopia:
Created in 1982, Humanity & Inclusion (new brand name of Handicap International/HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was recently awarded (October 2016).
Humanity & Inclusion has been implementing development and humanitarian interventions in Ethiopia since 1986. Since; it start of operation in Ethiopia; HI has successfully implemented various humanitarian and development projects targeting the most excluded and vulnerable population with main focus to Persons with Disabilities, Elderly etc.
HI‘s current strategy in Ethiopia includes 2 main components
• Emergency response for Internally Displaced Persons (IDPs), South Sudanese refugees and host communities in vulnerable situations (provision of psychosocial support and protection services, promoting inclusion of persons with disabilities in humanitarian action and, provision of Stimulative Physiotherapy for children with se ver or acute malnutrition, functional rehabilitation services).
• Long-term development projects: support to civil society organizations, improving access to services, promoting rights of persons with disabilities and inclusive governance, awareness, inclusive education, Community Based Rehabilitation service, Inclusive Sexual and Reproductive Health and Economic Inclusion etc.
HI is curren tly operating in 5 regions ( such as SNNPR, Oromia , Somali , Amhara, Gambella) and 2 Admistrative city( Addis Ababa and Dire Dawa) of Ethiopia and having Head Office located in Addis Ababa.
II – OBJECTIVE(S) OF THE MISSION
General objective : To develop a high quality project proposal to submit to JOA , including a full narrative, a budget, a logical framework, a timeline and a risk analysis. The strategy of the project must rely on the CN already accepted by the donor.
Specific objectives:
To conduct a situational analysis of microfinance and financial inclusion services in Ethiopia and its access to most disadvantage group including IDPs and Host Population
● To analyse the Ethiopian context in order to determine the most relevant strategy to maximise the answer to the access of formal and non-formal financial services in Ethiopia by most disadvantage population including persons with disabilities.
● To conduct beneficiary needs, contextual and stakeholders analyses prior to the writing of a full proposal according to requirements of the donor
● To abide to the rules and procedures of the donor for the writing of a project on Financial Inclusion for most disadvantage population in Somali region of Ethiopia.
● To ensure that specific attention is paid to the measures ensuring inclusiveness of people with disabilities and other identified vulnerable groups in proposed actions
● To write a full proposal in line with HI operational strategy, technical standards and internal procedures
III – MAIN ACTIVITIES PLANNED
Before the mission:

During the mission:
● Needs assessment mission targeting : 1) beneficiaries analysis, 2) situational analysis, 3) stakeholder analysis and 4) Gender analysis : 5 Partner analysis
o Focus group discussions with the most disadvantaged group (including women and men with disabilities) on the challenges and issue faced by them in accessing formal and non-formal financial services.
o Community conversation to understand the information and feelings about existing financial services provision.
o Meetings with key stakeholders as well as multisectoral services providers to understand the formal and non-formal financial services provision of Ethiopia, issue , challenges and achievement made so far on financial inclusion based on Ethiopia Financial Inclusion strategy , programmatic gaps and priorities on accessing such service by the most disadvantaged and barriers faced by them in accessing the services.
● Effectively liaise and work with the programme team members (Operation Coordinator and Support Service Coordinator )
● Ensure the project proposal fulfills the donor’s criteria (Situational and needs analysis, Problem Analysis, Theory of change, full project proposal, HR planning , budget and including all annexes requested by the donor)
● Ensure liaise and work with HI Headquarter (global specialist , operation officer , financial controller)
● Ensure that project proposal adheres to the HI technical standards and internal procedures (PSEA, etc.)

IV – EXPECTED OUTPUTS
Project proposal ready to submit to JOA (validated by the HI Global Specialist and the programme director): full proposal, logical framework , budget, timeline, risks analysis and support documents required by the donor, validated by the programme director, the Desk, the HQ global specialists and the financial controller.
IV – BUDGET
8.000 €, accommodation and fly tickets supported by HI.
VI –PROFILE OF THE CONSULTANT
The consultant will need to have the following capacities:
● Proven track record in proposal development
● Sound knowledge and experience on Microfinance and financial inclusion services (previous experience in Ethiopia a strong plus)
● Very good analytical skills
● Very knowledgeable of participatory approaches, consultations and gender issues.
● Very good command of English (spoken and written)
● Very good ability to work in a different cultural contexts and a in multidisciplinary team
● Previous experience in disability and disability mainstreaming is desired.
