USAID Advancing Nutrition is the Agency’s flagship multi-sectoral nutrition project, led by JSI

Research & Training Institute, Inc. (JSI), and a diverse group of experienced partners, including Save the Children. Launched in September 2018, USAID Advancing Nutrition implements nutrition interventions across sectors and disciplines for USAID and its partners. The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. Committed to using a systems approach, USAID Advancing Nutrition strives to sustain positive outcomes by building local capacity, supporting behaviour change and strengthening the enabling environment to save lives, improve health, build resilience, increase economic productivity and advance development.

USAID Advancing Nutrition’s work in Mozambique will prioritize strengthening host government capacity to plan and manage nutrition programming, including strengthened human resource capacity to plan and manage nutrition programming as well as improved systems for coordination of multi-sectoral nutrition planning, programming, and evaluation. The project will also provide technical assistance to the USAID bilateral Transform Nutrition project in areas to be determined. Save the Children will serve as the project’s implementation lead in Mozambique, and the project will be known as USAID Promovendo a Nutrição.

ROLE PURPOSE:

The Nutrition Advisor will: provide technical support to the Nampula Provincial Health Directorate to strengthen HR capacity; support the development, revision, and roll out of training curricula and tools, and the implementation of the project’s provincial-level nutrition portfolio and other MOH strategies and policies; support on-the-job trainings for government and partner staff; and provide other technical support as requested.

Core accountabilities include:

· Programmatic: quality planning, implementation, monitoring, evaluation and reporting;

· Representation and coordination within the organization and other stakeholders.

The position will work under the direct line management of the USAID Advancing Nutrition Chief of Party, and is expected to work closely and coordinate with other project staff and government counterparts.

Role Dimensions:

Execution of technical activities. Excellent relationships with USAID, USAID implementing partners, Ministry officials, local government officials, and community leaders.

KEY AREAS OF ACCOUNTABILITY:**

Programmatic:

  • Develop, guide and oversee the project’s technical activities related to support to the DPS and strengthening of HR capacity in Nampula Province.
  • Support the development and revision of training curricula and quality improvement and quality assurance tools, and the implementation of the project’s provincial-level nutrition portfolio and other MOH strategies and policies;
  • Support on-the-job trainings for government and partner staff.
  • Support the results reporting to monitor the project’s performance, including contributing to quarterly, annual and other ad hoc reporting to USAID and USAID Advancing Nutrition/HQ.
  • Provide other technical support as requested.

Partner Relations:

  • Engage and ensure strong working relationships with the DPS, district health directorates (SDSMAS), SETSAN, COPSAN, and other partners.
  • Represent USAID Advancing Nutrition in national and regional forums as needed.

Other:

  • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work.
  • Ensure the USAID Advancing Nutrition Gender Equality Strategy is understood and incorporated into activities.
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
  • Develop and maintain a detailed understanding of the health and nutrition issues in Mozambique including national policy development, key players in government, INGOs, UN and national/regional and local civil society organisations.
  • Travel up to 40% time within Nampula Province and occasionally to Maputo

QUALIFICATIONS, EXPERIENCE AND SKILLS

· Master’s degree in nutrition, public health, social sciences, international development, or a related field; Ph.D. or M.D. preferred.

· At least 7 years of professional experience working with the Mozambique government health systems and providing capacity strengthening support to MISAU, DPS, and/or SDSMAS required.

· Strong knowledge of multi-sectoral nutrition, health policy, health systems strengthening, quality improvement, quality assurance, behavior change communication, community development, food security and/or agriculture.

· Strong knowledge of the health system at national, provincial, district and community level; health facility and community-based nutrition services; and multi-sectoral nutrition programming in Mozambique. Experience working in Nampula Province a strong plus.

· Experience working effectively in partnership with staff, collaborating organizations, international donors and agencies, U.S. Government agencies (i.e. USAID), host country governments and ministries and other relevant stakeholders.

· Demonstrates strong interpersonal and organizational skills.

· Proven ability to supervise and mentor staff from different cultures.

· Working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.

· Fluency in Portuguese required. Excellent English language skills, both written and spoken with strong presentation skills, a plus.
