Ethiopia: International Consultancy for design of Community Score card (10 days), Home based with travel to Ethiopia

*This is a short term consultancy assignment (10 days) and will involve desk review, field travel and meeting with key stakeholders in the Region and at Federal level. As such the consultancy will be a combination of home based and travel to location assignment. Due to the urgency of the assignment, selected candidate will be required to join immediately.

Ethiopia has introduced a series of institutional and policy reforms in the public-sector capacity building aimed at enhancing government responsiveness to citizens. The Constitution of the Federal Democratic Republic of Ethiopia (1995), grants rights and freedoms to citizens and makes government accountable to the people. The citizens charter as part of the good governance package specifies the services government institutions should deliver, the conditions clients need to meet in order to obtain these services, the expected quality of services delivered, and the complaint handling mechanisms.

In Ethiopia’s 5th Health Sector Transformation Plan, Strategic Objective P3 is “Enhance Good Governance”. This objective is described as requiring “…implementation of the principles of good governance in the health sector. These principles include rule of law, transparency, inclusiveness and equity, responsiveness, efficiency and effectiveness and participatory engagement of citizens.”

The HSTP furthermore asserts: “Good governance allows citizens to express their preferences and be involved in the decision-making processes and assures that the views of all segments of the population, particularly the voices of the most vulnerable segments of society, are heard and reflected in decision-making. It is also responsive to the present and future needs of society” (FMOH 2015, p 89).

Towards the end of 2016, with support of partners the Good Governance Directorate within the Federal Ministry of Health, developed a mechanism that could implement the pledge to promote citizen engagement at Health Centre and Primary Hospital level. This support culminated in the development of a Community Score Card (CSC) tool.

Since 2017, an institutionalized citizen feedback mechanism has enabled Ethiopian citizens to rate the performance of their local health centre or primary hospital on a quarterly basis. It is the first citizen engagement mechanism implemented by Ethiopia’s Federal Ministry of Health (FMoH), as part of its ‘Health transformation’ agenda. The MoH feedback mechanism, the Community Score Card (MoH CSC) tool, has so far been implemented in Ethiopia’s four agrarian regions; Tigray, Amhara, Oromia and SNNP Region.

UNICEF wishes to implement the Community Score Card (MoH CSC) tool also in Ethiopia‘s pastoralist regions and needs the services of a consultant to design of a Community Scorecard intervention for Somali Region.

How can you make a difference?

The overall purpose of this consultancy is to draft the design of a Community Scorecard intervention for Somali Region.

Specific Tasks (Scope of work)

The consultant is expected to carry out the following:

  • Build on the desk reviews on Ethiopia social accountability frameworks and The MoH feedback mechanism, the Community Score Card (MoH CSC) tool already undertaken for the TWG Social Accountability.
  • Conduct consultation with UNICEF Ethiopia Country office, government and stakeholders in Addis
  • Conduct field visit to Somali region for further consultation with UNICEF, government and other stakeholders and including community members
  • Prepare and present key findings to UNICEF Ethiopia
  • Prepare and submit final reports to UNICEF Ethiopia
  • Expected Deliverables

  • Synopsis and rationale for health accountability programme design for Somali Region, based on already completed field work, and relevant accountability and health systems literature from Ethiopia and the region.
  • Brief field visit report underpinning the rationale for the community scorecard programme design.
  • Community scorecard programme design for Somali region
  • Reporting

    The Consultant will be supervised by Health & Nutrition Specialist, Somali Region with technical support from Chief- Health, Addis.

    General Conditions: The consultant will be hired as International SSA,. He/she will work mainly through desk review, field visit and meeting with key stakeholders

    Payment Terms: Payment will be linked to the deliverable as per the above based on agreed daily rate with the consultant. Payment will be one payment, including flights and DSA at the end of the consultancy. DSA and flight costs will be paid as per UNICEF policy and at applicable rates for official travel outside of home location.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in or equivalent in social science, development studies, governance or related fields
  • Minimum of five years of relevant professional experiences with social accountability programming.
  • Knowledge and familiarity with institutions and structures responsible and promoting social accountability in Ethiopia
  • Solid reporting and communication skills
  • Good experiences and understanding policy advocacy.
  • Experience on the development social accountability guidelines.
  • Recent involvement in studies or evaluations of social accountability intervention
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
