POSITION SUMMARY:
Lead ICAP clinical programs and team with provision of high-level technical assistance and management. Oversee implementation of activities, review progress to targets and support development of interventions that address gaps identified in the program, working in coordination with the SI director, implementation advisor and country and deputy directors. Work in close collaboration with CDC/ MOH for program implementation and technical assistance to national counterparts.

MAJOR ACCOUNTABILITIES:
- Lead the design and development of targeted, innovative and evidence-based interventions across all clinical program areas, in close coordination with the central and provincial leadership team
- Provide program oversight and technical leadership to the clinical team to implement program objectives, achieve targets and support development of interventions that address gaps identified in the program
- Provide support and monitor performance of the clinical team allocated at provincial and site level, with routine TA visits and weekly meetings
- Provide support and manage the implementation of strategies related to key areas, such as adherence, retention, viral suppression, including management of lay cadres and their performance
- Work in close coordination with the SI director to review routine data and identify data needs for program monitoring and gap identification
- Conduct weekly monitoring of a select set indicators and provide targeted feedback to clinical staff on identified gaps at site level, including how to shift program implementation to address gaps and strengthen outcomes
- Provide continuous support in programmatic data review and analysis
- Lead the development, implementation and monitoring of ICAP’s workplan, in close collaboration with the program implementation advisor
- Lead the development of program reports, presentations and other ad hoc requests from the donor, MOH or ICAP HQ
- Provide regular technical updates and capacity building to the clinical team on new national and international guidelines and research
- Work in close collaboration with MOH, providing high level technical assistance, including updates from international guidelines, targets and successful interventions applicable for the Mozambican context
- Provide technical assistance and participate in MOH TWG for HIV and its related areas, providing Support for program implementation and monitoring
- Liaise with and receive technical assistance and guidance and input from ICAP experts from HQ team
- Represent ICAP Mozambique at national and international workshops and conferences
- Other duties as assigned
EDUCATION:
- Master in Public Health and Bachler degree in Medicine
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
- Experience in the design, implementation and management of care and treatment, TB, HIV or other public health programs (minimum 10 years);
- Experience in data use for program management and decision making
- Experience in sub-Saharan Africa (minimum 5 years);
- Capacity to work under pressure and maintain deadlines
- Experience in capacity building
- Excellent team-building skills and capacity to manage large teams
- Experience working with local governments and international donors, preferably with PEPFAR
- Excellent oral and written English & Portuguese communication skills
TRAVEL REQUIREMENTS:
- Availability to travel frequently to provinces
- Availability to travel internationally to participate at ICAP meetings and conferences
