SUMMARY

IsraAID is looking for a Program manager for the organization’s emergency response in Mozambique to be based in Beira with frequent travel to Maputo. This position is an exciting opportunity to get hands-on experience in a non-profit project management and lead innovative grass-roots activities in the field. The ideal candidate will combine experience in humanitarian aid and management/administration, and be willing to relocate for a short-term assignment.

CONTEXT

With some 1.85 million people directly affected by Cyclone Idai’s destructive path, international organizations are calling this “massive disaster” the worst weather-related crisis to have ever hit the southern hemisphere. The cyclone ravaged Mozambique, Zimbabwe, and Malawi, beginning on 14th March 2019. At least 750 are dead across the region, although the number is feared to be higher. IsraAID’s Emergency Response Team arrived on March 23rd and began conducting a needs assessment in partnership with the Government of Mozambique, international NGOs, and local partners. At least 130,000 were living in shelters across 136 sites; schools were repurposed as shelters, with many children unable to attend classes. Today, hundreds of thousands of people are still suffering due to a paralyzing loss of crops and livestock, overwhelming damage to buildings and key infrastructure, and thousands of vulnerable communities left without support, including traumatized children separated from their parents.

GENERAL RESPONSIBILITIES

The Program Manager will lead assessments, program development and supervise the programs in Mozambique. The PM will manage, lead, and continue to shape a vision for IsraAID in Mozambique, in line with the organization’s established policies, principles and operating practices, as well as good management of the political, social, cultural & economic environment.

The PM works independently under the supervision of HoM/CD and IsraAID management, and is responsible for:

  1. Program development within approved strategy and policy guidelines

  2. Programmatic decision-making at country level

  3. Development when required and administration of the program budget, entrusted resources and assets

  4. Management of program staff

SPECIFIC RESPONSIBILITIES

Program Management

 Ensure that all programs, projects and activities have clear and realistic objectives, identifiable direct/indirect beneficiaries, have a concrete, realistic and impact-oriented implementation plans

 Ensure effective monitoring and evaluation processes and procedures are followed for each program for the effective and ethical implementation of programs

 Ensure proper risk assessment and mitigation strategy is developed for each program, project and activity and constantly monitored

 Monitor humanitarian situation, performing field assessments when necessary, and advise Country Director of response options

Administrative and financial management:

 Ensure all budgeting, administrative and procurement requirements, related to the programs are met in a timely and effective fashion

 Provide support to the Head of Mission/Country Director to ensure the coordination of timely delivery of program supplies and expenses are within budget

 Ensure finance and procurement procedures are operational, effectively used and followed in all programs

 Ensure that all financial and administrative procedures are in accordance with IsraAID’s established policies and maintain the financial and legal integrity of the organization.

 Check and verify all inventories and promote efficient and effective management of organizational assets, scheduling, and logistics.

 Provide progress and financial reports as required by the government and IsraAID HQ, as well as accountability procedures as required by other organizations.

Human Resource Management

 Maintain regular communication with Country Director, other Senior Management Team members and field staff

 Manage and support programs team, directly supervise project managers and ensure reporting lines are observed

 Provide coaching and mentoring advice to staff when necessary and lead initiatives to develop staff capacity Coordination with external partners

 Ensure that all program decisions are taken in coordination with partners, donors, relevant government structures and community

 Attend coordination meetings, other relevant meetings with authorities, donors and other stakeholders as required and in coordination with the HoM/Country Director Security and Risk Management

 Be fully accountable at country level for emergency and risk management, keeping abreast of all relevant developments in the country, and maintain regular communication with national and international security institutions.

Corporate leadership

 Ensure staff are continuously engaged and aligned with IsraAID’s global vision, mission, values, strategic directions and business plan

 Actively contribute to IsraAID’s reputation and role as a national, international and regional organization.

Maintain regular communication with IsraAID-Israel HQ and other IsraAID branches, as appropriate.

 Provide inputs to IsraAID international activities as and when required, participate in task forces, training courses and conferences.

 Promote IsraAID’s organizational identity, culture and capacity to all stakeholders and partners in Mozambique and ensure IsraAID remains relevant to the changing humanitarian and development needs in the country.

ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES

 Significant experience in an equivalent position in a development or humanitarian context

 Practical experience in program design, implementation, and monitoring and evaluation

 Experience managing donor contract, including understanding of donor compliance

 Experience of working with institutional donors and good understanding of humanitarian coordination mechanisms

 Demonstrated leadership skills and experience of managing teams

 Proven ability to work independently in a changing environment

 Experience in financial management, development and management of budgets

 Proven expertise of leading in fundraising, seeking and securing new donors, successful proposal writing, management of grants

 IT literate (Microsoft and finance packages).

 Able to work in a high stress environment

LANGUAGES

Required: Professionally fluent or native speaker in English and Portuguese
