USAID Advancing Nutrition is the Agency’s flagship multi-sectoral nutrition project, led by JSI

Research & Training Institute, Inc. (JSI), and a diverse group of experienced partners, including Save the Children. Launched in September 2018, USAID Advancing Nutrition implements nutrition interventions across sectors and disciplines for USAID and its partners. The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. Committed to using a systems approach, USAID Advancing Nutrition strives to sustain positive outcomes by building local capacity, supporting behavior change and strengthening the enabling environment to save lives, improve health, build resilience, increase economic productivity and advance development.

USAID Advancing Nutrition’s work in Mozambique will prioritize strengthening host government capacity to plan and manage nutrition programming, including strengthened human resource capacity to plan and manage nutrition programming as well as improved systems for coordination of multi-sectoral nutrition planning, programming, and evaluation. The project will also provide technical assistance to the USAID bilateral Transform Nutrition in formative and implementation research as well as social and behaviour change strategy development and program design. Save the Children will serve as the project’s implementation lead in Mozambique, and the project will be known as USAID Promovendo a Nutrição.

ROLE PURPOSE:

The Chief of Party will provide technical leadership and program management of USAID Advancing Nutrition in Mozambique. Core accountabilities include:

· Programmatic: quality planning, implementation, monitoring and evaluation and reporting;

· Management of human and financial resources ensuring compliance required by the organisation and donor; and

· Representation and coordination within the organization and other stakeholders.

The position will work under the direct line management of the USAID Advancing Nutrition Deputy Director, and is expected to work closely and coordinate with the Save the Children Mozambique Country Director and/or designate.

Role Dimensions:

Management of all personnel and operations of USAID Advancing Nutrition in Maputo and Nampula. Excellent relationships with USAID, USAID implementing partners, Ministry officials, local government officials, and community leaders.

KEY AREAS OF ACCOUNTABILITY :

1.Assist in the start-up of USAID Advancing Nutrition in Mozambique

· Office establishment

· Staff recruitment

· Agreements with relevant authorities and local government for project implementation

2.Programmatic

  • Develop, guide and oversee all aspects of the technical and operational project management of USAID Advancing Nutrition in Mozambique.
  • Develop and implement an overall project framework in areas of operation, with particular regard to the USAID/Mozambique priorities for USAID Advancing Nutrition.
  • Lead the overall planning, coordination and technical direction of activities, including strategic planning, work plan and budget development.
  • Oversee all program activities, including routine data collection, and assess these activities for cost effectiveness.
  • Oversee the results reporting to monitor the project’s performance, including preparing quarterly, annual and other ad hoc reporting to USAID and USAID Advancing Nutrition/HQ.
  • Ensure that activities are implemented in compliance with the requirements of USAID Mozambique and USAID Advancing Nutrition rules and regulations.

2.Management

  • Manage relationships with donors, clients, partners, stakeholders and USAID Advancing Nutrition/HQ, USAID implementing partners, and other consortium partners in-country. Coordinate and provide technical assistance as needed.
  • Represent USAID Advancing Nutrition in regional and national forums. Communicate program results and create a supportive working environment.
  • Oversee and manage technical consultants hired by USAID Advancing Nutrition in Mozambique.
  • Ensure project performance to meet results and deliverables in the project framework and take any corrective actions as necessary.
  • Build a high performance team, which will deliver results. Guide and support staff in their development, planning succession, and taking prompt action to address issues of underperformance and any other issues impacting on their professional conduct or implementing their duties and responsibilities.
  • Travel domestically to project sites (minimum 25%), and internationally as needed.
  • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work.
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
  • Prepare periodic financial forecasts as required by the Finance Manager; and accountable for management and monitoring of assigned budget in the capacity of budget holder: authorize expenses, monitor spending and ensure the effective compliance of grant management.

3.Representation and coordination within the organization and other stakeholders:

  • Engage with key Government Agencies and other stakeholders in particular to support the implementation of USAID Advancing Nutrition in Mozambique.
  • Ensure an integrated and joined up approach to Save the Children advocacy and programme work, as feasible.
  • Develop and maintain a detailed understanding of the health and nutrition issues in Mozambique including national policy development, key players in government, INGOs, UN and national/regional and local civil society organisations.

QUALIFICATIONS, EXPERIENCE AND SKILLS

· Master’s degree in nutrition, public health, social sciences, international development, or a related field; Ph.D. or M.D. preferred.

· At least 15 years of experience leading, managing and implementing large international development projects in nutrition, health policy, health systems strengthening, behavior change communication, community development, food security and/or agriculture.

· Over 5 years of professional experience working in Mozambique preferred, especially with the Ministry of Health; the Technical Secretariat for Food Security and Nutrition (SETSAN).

· Strong knowledge of the health system; health facility- and community-based nutrition services; and multi-sectoral nutrition programming in Mozambique.

· Demonstrated success across the whole range of project management: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight; relationship management with multiple clients; oversight of program monitoring and evaluation; and documentation of results for USAID-funded programs.

· Superior leadership, management and communication skills to lead a multi-faceted USAID-funded nutrition project. This includes professional experience interacting with U.S. Government agencies, host country governments and other relevant stakeholders.

· Experience working effectively in partnership with staff, collaborating organizations, international donors and agencies, U.S. Government agencies, host country governments and ministries and other relevant stakeholders.

· Demonstrates strong interpersonal and organizational skills.

· Proven ability to supervise and mentor staff from different cultures.

· Working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.

· Fluency in Portuguese required. Excellent English language skills, both written and spoken with strong presentation skills. Ability to prepare and disseminate project findings, success stories and other documents effectively.
