TITLE:Emergency Response PDQ Manager, Mozambique Cyclone Response

TEAM/PROGRAMME: Humanitarian Response

LOCATION: Beira, Mozambique (with frequent travel to field offices in Chimoio and Pemba)

GRADE: 2

CONTRACT LENGTH: 6 months

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Emergency Response PDQ Manager leads the Mozambique Cyclone Response strategy by providing oversight on business development and fundraising against funding target; ensuring integration, coordination, quality and inclusiveness of sectoral programme; and strengthen and maintain technical capacity of the response team.

The Emergency Response PDQ Manager will be based in Beira, providing leadership and technical support to Technical Advisers in Sofala, Manica, and Cabo Delgado provinces. The Emergency Response PDQ Manager’s role includes supporting the Emergency Response Director to identify needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children in Mozambique SMT and regional response priorities. The post-holder will lead the revision of response strategy and identification of the necessary resources for the response. The Emergency Response PDQ Manager will establish working relations with other agencies, looking for opportunities for partnership and harmonisation of approach and with donors to ensure resources are made available to the response.

The Emergency Response PDQ Manager will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place and known by Emergency Response PDQ team. The post holder will play a strategic role in defining the effective scale up and management of Save the Children emergency programme to maximise impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY

General Management

· As a member of a response Senior Management Team, play a leadership role in the overall management of SC emergency responses.

· As a member of the response Senior Management Team, demonstrate the behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the response.

· As a member of the response Senior Management Team, ensure a conducive and productive work environment; implement Country Office workplace & diversity agenda for staff in the response.

· Access global policies, procedures and technical resources which will support the country office technically or operationally.

· Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.

Programme Strategy and Development:

  • Ensure coordination between COSACA partners in strategic programme development to ensure the maximum impacts of Save the Children’s value added to COSACA humanitarian interventions.
  • Take overall leadership on assessments, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. This includes facilitation of child participation in Emergency Response Program.

· Ensure implementation of robust MEAL systems and processes to support measurement of achievement and progress of response programme effectiveness and quality.

  • Bring together data and findings from across programs to form a coherent basis for analysis of impact which promotes learning and strategy development.
  • Oversee the implementation of the sector programme strategy and sector plan through provision of support to sector Technical Advisors.
  • Take overall leadership on beneficiary accountability, ensuring consistent two-way communication, a robust complaints and response mechanism linked to child safeguarding, and that feedback is incorporated into programme design and learning disseminated to the wider sector.
  • Ensure that the Response interventions across all sectors are gender sensitive and inclusive through disaggregation of data and analysis to inform sector interventions and mobilization of necessary resources to improve gender sensitivity and inclusiveness.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct, INGC, and international thematic standards.
  • Coordinate with SC members and SC Technical Working Groups to ensure that technical backstopping support is in place.
  • Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning as well as documentation of evidence from our programs to inform Save the Children’s advocacy efforts.
  • Pursue relevant and strategic operational research and the development of evidence based programming, in line with the national MEAL framework and advocacy priorities.

New Business Development:

· Provide guidance to the New Business Development Manager to develop, review, and implement the Response Business Development Strategy and Process

· Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors. Use creative approaches to link SCI Mozambique and the Response programme ambitions to donor priorities, while also effectively contributing to SCI Mozambique and Save the Children Members’ efforts to influence the strategies of donors.

· Supervise the New Business Development Manager in the coordination of proposal development between different sectors and among COSACA partners to ensure the quality of proposals being developed.

· Support the cultivation of business relationships with external stakeholders and potential partners for large scale or strategic funding opportunities and help shape and contribute to strategies and ambitions for priming or subbing in joint ventures.

· Overseeing the funding opportunities tracker and donor engagement strategy and processes.

· Develop the SCI Mozambique and the Response funding strategy for thematic and cross-thematic programme strategies and ambitions, with a focus on cross-sectoral integration. These strategies should reflect our ambitions with an eye toward encouraging innovation and creative thinking to achieve more quality and immediate impact for children.

· Explore and test potential private sector partnerships.

Human Resources and Capacity Building:

  • Line manage staff consistent with SCI MOZ HR policies.
  • Oversee and support the delivery of capacity building plans to develop the requisite technical competencies in programme staff.
  • Coach and mentor Technical Advisers and national level counterparts and link in to wider organisational talent development mechanisms.

Representation

  • Help shape broader sector strategies at the interagency level through influence of and leadership within inter-agency coordination forums, ensuring that SC is “the voice of children” and that the specific needs of children are being addressed within the humanitarian response. This may involve representing Save the Children within Humanitarian Country Team fora.
  • The post holder may directly oversee advocacy and media/communications on some deployments; in this case they must oversee the implementation of relevant child safeguarding, media and comms, and advocacy policies.
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
  • Play a leadership role in shaping communications and media priorities in line with programme priorities, acting as a spokesperson when required.

EXPERIENCE AND SKILLS

Essential:

· MA/MSc in a relevant subject or equivalent field experience

· Extensive experience (3-5 years) of working within a middle or senior management role within a complex country programme with an iNGO in an emergency response or fragile state

· Previous experience of managing programme teams in large-scale first phase emergency response is essential

· Middle or senior management experience of multi-national, multi-sector team.

· Experience of managing multi-donor, multi-site programmes (including OFDA, SIDA, WFP, UNICEF) of USD 5m+ in a first phase response at regional or country level

· Experience of international level representation with key stakeholders, and co-ordination with other iNGOs and UN agencies

· Experience of international media representation and advocacy

· Experience of MEAL in large complex programmes

· Experience of developing and negotiating successful partnerships with institutional donors

· Proven ability to influence change at an operational and strategic level

· Politically and culturally sensitive with qualities of patience, tact and diplomacy

· Proven reporting and communication skills

· A high level of written and spoken English

· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate, child rights programing and an ability to ensure this continues to underpin our support

Desireable:

· Experience in working and/or leading consortium

· Knowledge in Portuguese language

· Previous experience in Mozambique

· Previous experience with Save the Children
