GIZ – SLGA Project would like to invite all interested bidders who are eligible to participate in this public bid, are herewith requested to submit their proposals for consultancy service for the institutionalize of the African Land Policy Centre (ALPC).

1.BACKGROUNDAND OBJECTIVE OF THE ASSIGNMENT

Land issues in Africa have been debated for several decades as good land governance has been viewed as central to the continent’s developmental path. In response to the need to promote good land governance on the continent, the African Union (AU), the African Development Bank (AfDB) and the United Nations Economic Commission for Africa (UNECA) established the Land Policy Initiative (LPI) in 2006. LPI was transformed to the Africa Land Policy Centre (ALPC) in 2017 by a decision of the AU Specialized Technical Committee on Agriculture, Rural Development, Water and Environment. Since its establishment, the LPI/ ALPC has provided support to several African Union Member States that are in the process of undertaking land reforms. ALPC recently developed its five (5) year strategy and business plan, defining the areas of work, resource requirements, and structure.

The tripartite consortium has been exploring ways through which ALPC can best be institutionalized to ensure financial sustainability, operational efficiency and ownership. It is in this regard that ALPC seeks the services of a consultant who will support its efforts to institutionalize the organization.

It is in this backdrop that AUC is seeking GIZ partnership to undertake an assessment of the current operational framework of the African Land Policy Centre (ALPC) to determine the most sustainable, efficient and effective institutional and management arrangement for fulfilling its mandate.

2.SCOPE OF WORK

In fulfilling the assignment, the consultant will undertake the following:

· Undertake a review of the vision, mission, objectives, organogram, operations and functions of the African Land Policy Centre;

· Undertake consultations with the AUC, AfDB, UNECA and other key stakeholders to get views over the institutionalization of ALPC;

· Assess the operations of ALPC to determine organizational commonalities, overlaps and duplication that exist with other like-minded institutions in Africa and recommend how this can be avoided or realigned in future;

· Undertake a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis of ALPCs current operations;

· Propose options for a functional design for the institutionalization of the ALPC in or-der to facilitate decision making on the most appropriate institutional arrangement that will facilitate the achievement of the center’s mandate;

· Review the policies and regulations that will affect the process of institutionalization of the ALPC;

· Recommend an organogram that provides clear linkages to the key organizations AfDB, AU, UNECA and organizational changes that may need to take place to ensure that there are clear roles, responsibilities, communication, oversight and provision of support services; and,

· Propose a framework for the transition of the ALPC to its new institutional arrangement including the processes and policies to be followed.

3.KEY DELIVERABLES

  1. Inception report clearly defining how the consultant will undertake the assignment;

  2. Report of all meetings held and key recommendations emanating from consultations with various stakeholders; and,

  3. Institutional Framework paper detailing the operational and structural arrangements and changes that need to take place for the institutionalization process of ALPC.

4.DURATION OF THE CONSULTANCY

The assignment shall not exceed sixty days (60) working days but shall be undertaken in a period of five months starting in July 8, 2019.

5.DUTY STATION

The Consultant shall work from home, with up to 4 travels to Addis Ababa (in total up to 15 travel days). Any other travel will be discussed and agreed with the consultant during the inception process and will be paid directly from GIZ.

6.CONSULTANTS’ PROFILEAND EVALUATION CRITERIA

The criteria for selecting the consultant include the following:

· A Master’s Degree or PhD in organizational development, organizational management and change, strategic management, public administration or any other related fields;

· Experience in land governance will be an added advantage;

· 10 years’ experience in undertaking assessments for organizational change and organizational reviews;

· Experience in strategic plan development;

· Experience in the establishment of new organizations/ centers at regional or continental level;

· Experience in developing and leading functional designs and processes for transitioning or new institutions;

· Working knowledge and experience in establishment of new institutions and functional designs for institutions for new and transitioning organizations;

· Excellent spoken and written communication skills in English or French (preferably both);

· Good team player with ability to work in a multi-cultural environment; and,

· Excellent computer skills.

For purposes of recruiting an ideal candidate, the following criteria will be applied:

· Education qualification and relevant training,

· Technical approach and methodology,

· Experience in undertaking such assignments and

· Experience and knowledge of land or natural resource governance.

7.GENERAL INFORMATION

GIZ Strengthening Advisory Capacities for Land Governance Project invites eligible Individual Consultants to indicate their interest in providing the Services. Interested candidates must provide information demonstrating that he/she has the required qualifications and relevant experience to perform the services.

Interested candidates are requested to submit the following documents for consideration:

a) Technical Proposal on:

· Understanding and interpretation of the TOR

· Methodology to be used in undertaking the assignment

· Time and activity schedule

b) Financial proposal

• Consultant’s daily rate in EUR

• Other costs e.g. travel

• Total cost

c) Personal Capacity Statement

• Curriculum Vitae of the Consultant

• Relevant experience related to the assignment
