Mozambique: HEALTH FACILITY REHABILITATION CONSULTANT – MOZAMBIQUE

Required services: FHI 360 is seeking a hands-on practical consultant to support the rehabilitation of 16 health facilities in two geographic locations (Sofala and Cabo Delgado). These locations recently sustained damage from cyclone Idai and Kenneth.

The Consultant will be responsible for assessing each health center and developing a clear BOQ and scope of work for each location. The consultant will oversee the day to day planning implementation clean up and handover of each rehabilitation at each site to ensure quality work is performed within time cost and scope of the project’s parameters. The rehabilitations will include the repair or replacement of roofs, walls, doors, windows, and screens while also performing debris clean up and painting to restore the health centers and staff quarters to good working order.

This action will require the recruitment of contractors and local skilled and unskilled labor and the close management of the established work crews to implement the work to a high standard as part of the larger FHI360 WASH and health intervention. Field work will be a central focus of this hands-on consultancy and will be best suited to a consultant with practical experience who enjoys field work. Mozambique is a safe and friendly place to work with a moderate climate and good access to most of the field sites.

Deliverables:

  1. Realistic scope of work outlining the specific rehabilitation to be performed at 16 sites.

  2. Accurate corresponding BOQs for each of the 16 sites in Sofala and Cabo Delgado.

  3. Report to the response coordinator and ensure the scope of work is refined clear and agreed

  4. Liaise with the finance department and budget holder to ensure we are within budget

  5. Liaise with Logistics department and the coordinators to ensure we are within scope

  6. Assimilate with the government’s intuitional standards for health center rehabilitations

  7. The recruitment and close management of contractors and local skilled and unskilled labor

  8. Periodic status reports with pictures on the progress of rehabilitation works

  9. Completion and handover of finalized works at 16 health centers by the end of the consultancy

  10. Final report on the rehabilitation works at each facility at the end of the consultancy

· Period of engagement: 3 months starting June 15th, 2019

· Location: Beira and Pemba, Mozambique, and traveling to work sites

Candidate profile:

  1. University degree in civil or construction engineering

  2. Minimum of 3 years hands on field experience including reconstruction and rehabilitation work

  3. Prior experience managing contractors in the field.

  4. Demonstrated project management skills with the ability to implement on time cost and scope.

  5. Fluency in spoken/written English. Portuguese language skills a strong advantage.
