Job Title: National Child Protection Technical Specialist

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:

The goal of Save the Children’s work is to strengthen the implementation of the UN Convention on the rights of the child and the respect for child rights in humanitarian law at country level. Save the Children aim is to support governments’ ability to monitor and fulfil children’s rights, improve the capacity of civil society to demand the rights of children, making sure that children have opportunities to survive, to learn and to be protected and that they are given a possibility to participate and influence decision-making processes. The position shall contribute to child protection strategy development, design and innovation, capacity and quality enhancement, fundraising and business development, in addition to monitoring, evaluation, accountability and learning (MEAL). In addition, the National Child Protection Technical Specialist shall ensure that all Child Protection programming, be that in long term development or in emergency context, is of excellent technical quality and contributes significantly to Save the Children’s strategic objectives, national/global learning and advocacy. The Child Protection Technical Specialist is expected to provide technical advice and support to the project staff to ensure programming objectives are successfully achieved and National Guidelines and policies are respected. He/she shall also contribute to achieving high programme quality through evidence based work, and/or leading new research around Child Protection programming. Child Protection Technical Specialist must be willing to embrace a child rights programming approach and represent Save the Children in national forums and working groups.

SCOPE OF ROLE:

Reports to: Director of Programme Development and Quality

Dimensions: The National Child Protection Technical Specialist will provide the technical lead of the Child Protection programme portfolio of SCIMOZ, with special focus on keeping children safe in schools and in other sectors where relevant

KEY AREAS OF ACCOUNTABILITY:

Strategic Planning and Programme Development

· Lead the Child Protection Strategy development, in line with the Country Strategic Plan, global strategy and initiatives, Save the Children’s Theory of change and “Common Approaches”;

· Grow Save the Children’s child protection portfolio sustainably and strategically, consistent with the Country Strategy;

· Lead technical visioning of new programs and proposals;

· Coordinate with proposal development team on developing proposals for donors

· Analyse donor priorities and positions on issues related to child protection and coordinate with business development team on identifying funding opportunities and developing/maintaining contacts with potential donors, partners and key technical agencies.

· Ensure that new partnerships in this technical area reflect the programme quality we expect of ourselves;

· Ensure quality documentation and reporting to monitor progress and learning in programs.

· Ensure that SCIMOZ programs are child right based, with a specific focus on child safeguarding and child participation as well as is inclusive, gender- and disability oriented with a focus of reaching the most marginalized children.

Programme Quality

· Overall responsible to ensure the programme quality of Save the Children’s child protection programming;

· Provide, or obtain from members/external sources, appropriate high level technical support on methods and practices to be rolled out within child protection programming;

· Work collaboratively with other sectors on ways to integrate child protection with other programmes, with special focus on education, in order to maximize impact for children and families;

· Conduct regular visits to the field offices to coordinate with field managers and senior field staff

· Support the development of tools to monitor and improve the quality of child protection work, especially in close collaboration with Education Technical Specialists and MEAL team but also with other thematic areas:

· Provide technical training for project staff and partners as required;

· Lead the process of lessons learning to ensure high quality programming coordinating the collection of documentation across all the programme areas in coordination with advocacy and MEAL teams;

· Review and translate technical reports for members (and donors);

· Provide in-country technical visits to project sites on a routine and ad hoc basis, accompanying member visits, and/or in-country staff supervision visits with the objective of strengthening programmatic quality and providing technical support to programmatic staff;

· Ensure recognized international good practices, including common approaches, and Save the Children policies are applied in all of our child protection work;

· Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines and Terms of Reference.

· Analyse and provide feedback on programme implementation to ensure gender equity and adequate child participation, integrated approach and efficiency.

Advocacy and Policy Development

· Contribute to policy briefs and position papers as and when required related to the Child Protection programme in coordination with other sectoral lead specialists within the SCIMOZ office, SCI and Members

· Help to clearly articulate the priority advocacy messages for child protection in Mozambique, both linked to Education but also in general.

· Highlight critical intersections with education, health and nutrition, WASH and food security/livelihoods.

· Regularly assess and communicate the implications for Save the Children’s programme and priorities of any changes in the operating environment relevant to this theme in close collaboration with the relevant Specialist(s).

· Represent and advocate for Save the Children with UN agencies, donors, Government of Mozambique, NGOs and others at the highest levels in both verbal and written communications to ensure Save the Children is seen as one of the leading international agency in terms of innovation and quality of implementation that focus on Child Protection.

· Actively participate and effectively & positively represent Save the Children in Child Protection clusters, working groups and technical meetings at the national level, and ensure appropriate and effective representation at national levels to ensure the organisations work is coordinated with these bodies.

· Ensure active dissemination of programme findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders

Monitoring, Evaluation, Accountability and Learning (MEAL):

· In close collaboration with the MEAL team support the development of a MEAL framework and key indicators for child protection within education and otherwise.

· Technical review of all reports to be submitted to donors

· Participate in the design of baseline, mid-term and end of project evaluations for child protection programmes, or components of multi-sectoral programmes.

· Monitor the evaluation process and provide input and clarification as needed.

· Review evaluation findings and ensure that lessons and recommendations are captured and that actions are formulated and implemented as per findings.

· Regularly review and monitor programmes for child safeguarding issues. Take corrective action in modifying programme activities and/or report incidents.

· Ensure use of the programme learnings and evidences in designing future strategies and programmes

Technical Support and Capacity Building:

· Support SCIMOZ operations teams to develop, grow and improve the technical quality of child protection with special focus on education programmes;

· Identification of key capacity gaps and provision of training and required support to colleagues and partners to secure quality child protection interventions in and around schools, in the community and in general;

· Give technical support on child protection themes if requested by relevant government line ministries in Mozambique.

· To assist on the provision of training and mentoring to Save the Children staff and partner organizations to raise their level of awareness and knowledge of child rights and child protection programme and trends and accountability to children so that it is properly integrated into all program planning and development

Perform other duties as may be requested by the incumbent’s supervisor.

QUALIFICATIONS AND EXPERIENCE

  • University degree in Social Work, Sociology Development Studies or similar, or equivalent field experience;
  • At least 5 years of advocacy or advisor level within the Child Protection thematic area;
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children;
  • Experience in strengthening various duty bearers understanding of and response to child protection;
  • Experience of preparing successful funding proposals for donors;
  • Ability to write clear and well-argued assessment and project reports;
  • Excellent communication skills;
  • Strong influencing skills and experience in advocacy;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • A high level of written and spoken Portuguese and English;
  • Commitment to and understanding of child rights, the aims and principles of Save the Children, in particular a good understanding of Save the Children mandate and child focus and an ability to ensure this continues to underpin the programmes;

  • Proven representation and advocacy skills.

  • Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches;

  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
