COSACA Consortium Coordinator
For our Cosaca Coordination Unit
At location Maputo, Mozambique with travel to field sites
Starting date as soon as possible
with a Contract Length of 1 year with potential for renewal
The COSACA Consortium Coordinator will be responsible overall for the effective and high quality planning, coordination, management and monitoring of the COSACA Consortium programs, as well as coordinating external reporting and communication on behalf of the consortium. S/he will be accountable to the National Steering Committee on all those aspects and participate with/support of the National Steering Committee in high-level representation where needed/relevant.
SCOPE OF ROLE:
Reports to: Reporting to the Country Director of Oxfam International in Mozambique, the Consortium Coordinator will also be accountable to the Board of COSACA – made up of the Country Directors of the member agencies.
Dimensions: The COSACA consortium is comprised of Oxfam, Save the Children and CARE, which have been working together since 2007. Through joint and coordinated action, COSACA members have been working together to increase capacity for disaster preparedness, response and coordination. Most recently responding to the effects of cyclones Idai and Kenneth that recently affected Sofala, Manica, Nampula and Cabo Delgado provinces. The COSACA Coordination Unit (CU) is part of an approach that will see agencies concentrate on operational components of preparedness and response whilst the CU will (amongst other tasks) strengthen internal and external coordination as well as representation. At a macro level, the aim is to increase the effectiveness and efficiency of humanitarian responses to recurrent emergencies impacting Mozambique’s most vulnerable people across the country. These emergencies include, but are not limited to, flood, cyclone, and drought response. COSACA functions within the frameworks of Government of Mozambique leadership and planning as well as the coordination of the Humanitarian Country Team.
Number of direct reports: The CU is composed of the Coordinator and two staff reporting to the Coordinator, with the possibility for some expansion during times of emergency response.

QUALIFICATIONS AND EXPERIENCE
Essential:
· University degree
· Minimum 7 years’ experience in emergency/humanitarian/development settings, 3 years of which should be at a senior management level
· Demonstrable experience in coordination with government and international humanitarian actors
· Proven successful track record leading teams, including in remote and difficult settings
· Demonstrable experience managing relationships with a diverse range of institutional donors
· In-depth technical understanding and experience working/leading in emergency settings
· Demonstrable experience with the menu of functions and tools typical to emergency and development responses including, but not limited to, proposal and work plan development, reporting, advocacy, financial management, monitoring and evaluation, staff management and motivation
· Experience working with Internally Displaced Persons a plus
· Experience in African contexts a plus
· Knowledge of Portuguese or another romance language desired. Fluent level of English both written and verbally is a must.
· Experience working with one or more of the COSACA agency and familiarity with the respective institutional cultures desirable
· Able to manage a high workload and meet tight deadlines
