Context:
Since 1995, IOM has been working in partnership with the UN Economic Commission for Africa (ECA), the Intergovern¬mental Authority for Development (IGAD), the African Union (AU), migrants’ associations, private sector and other stakeholders to uphold the rights and needs of migrants, promote the benefits and address the challenges of migration, and mitigate the related risks for the advantage of all.
Current international, regional and national dialogues on migration management at local, national and international levels reflect a consensus that comprehensive migration policies need to address drivers of migration but also be developed in line with good governance principles as well as be coherent with overall sustainable development and sectoral policies.
IOM as the UN migration agency plays a significant role in supporting the implementation of the Global Compact for Safe, Orderly and Regular Migration across all regions; as such is committed to assisting member states through this process.
Furthermore, to enhance the African Union Commission’s (AUC) capacity to contribute to
continental integration, through implementation of the Migration Policy Framework for Africa (MPFA) and other relevant policies, as well as to support member states and other partners in fulfilling their mandates and operations related to migration; IOM has entered into an agreement with the AUC to provide the regional organization with several professional staff in order to strengthen the leadership and policy orientation capacity at the highest level in the Cabinet of H.E the Commissioner for Social Affairs.
Specifically, a Senior Labour Mobility and Human Development (LHD) Policy Advisor will provide support to implementation of the AUC MPFA in the thematic pillars of overall migration governance; diaspora engagement; migration and trade; labour migration and education; and internal migration. In addition, the LHD Policy Advisor will assist with establishing effective collaboration within AUC in the relevant thematic areas with other AUC departments, by helping them to mainstream migration into their sectoral work as well as by initiating and participating in cross-AUC taskforces and working groups.
Under the direct supervision of the Chief of Mission to Ethiopia and Representative to the African Union, IGAD and UNECA, the successful candidate will be responsible for the below listed areas of work:
Core Functions / Responsibilities:
Provide advice and direct support to the Office of the Commissioner on labour migration and human development, in particular the MPFA thematic streams of overall migration governance; diaspora engagement; migration and trade; labour migration and education and internal migration; by contributing to design, monitoring, evaluation and support to implementation of policies; development of projects and programmes and relevant resource mobilization; collaboration and coordination with key partners in AUC and externally.
Assist the Department of Social Affairs in enhancing the capacity of Member States in resource mobilization and partnership building for sustainable funding in the area of labour mobility and human development, in line with international and continental related frameworks.
Support in developing private sector engagement guidelines on labour mobility and human development in Africa.
Support with mainstreaming social and human development policies in the Agenda 2063 Flagship projects, in close collaboration with responsible departments and the NEPAD.
Provide advice and technical support on promoting labour mobility and human development interventions and advice along the humanitarian-development-peace nexus including in Fragile States and Post-Conflict Countries.
Assist in implementation, M&E mechanisms and knowledge management systems on labour migration and human development, in cooperation with relevant AUC bodies.
Support with strategies and international cooperation to develop a cultural and sports industry strategy in Africa for decent jobs creation and migration.
Provide advice on youth and women migration, employment policies and strategies.
Assist in decent work in Micro, Small and Medium Sized Enterprises for transformation of the informal economy.
Support the department in the planning and implementation of a results monitoring framework in consultation with RECs, Member States, regional dialogues and partners on topics related to labour mobility and human development, as well as on youth employment, migration and mobility.
Assist in organizing relevant meetings, fora and workshops, including biennial consultative and planning forums with the RECs.
Support institutional capacity building of the Regional Economic Communities (RECs) in labour migration, human and social development.
Provide advice, concepts and direct support in the area of organizational development and capacity development of relevant actors on continental, regional and national levels.
Provide overall guidance to programme managers on migration project development, implementation, research & analysis and liaison work.
Oversee the development process of responses to, development and migration related inquiries from the Commissioner of Social Affairs, and other stakeholders.
Draft papers on issues of labour migration and development.
Prepare responses to ad-hoc requests from AU member states, sub regional and continental bodies on issues of labour migration cooperation, migration & development.
Keep abreast of, analyze and provide advice on developments related to labour migration cooperation, development in the African context.
Represent the AUC at regional and continental conferences, workshops, seminars and meetings on labour migration.
Brief the Commissioner and Director of Social Affairs on developments related to labour migration and development policies as required.
Work closely with relevant AUC departments on labour migration and human development related issues.
Perform other related duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Economic Sciences, Social Development Studies or a related field from an accredited academic institution with ten years of relevant professional experience; or
• University degree in the above fields with twelve years of relevant professional experience.
Experience
• At least 10 years of working experience in labour migration policies and strategies, migration affairs and development, preferably for a national government or intergovernmental organization;
• At least 10 years of In-depth knowledge of labour migration policies and migration and development issues, especially in the African context;
• At least 10 years of Experience in project planning, coordination, development, management, monitoring and evaluation;
• Strong experience in managing staff, an office and liaising with governmental authorities, other national/international institutions;
• Ability to work in a multicultural environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
