OUR TEAM
Working closely with the EA Node Africa, OI Compliance team, OGB Counter Fraud Team and Internal Auditors, the Country Compliance team works to ensure compliance in all the country programme and operations, prevent any associated risks and enhance the team understanding with Oxfam’s polices, donor regulations and country laws and support the country leadership in drawing the necessary actions in addressing any gaps and findings.
JOB PURPOSE
The Compliance Manager plays a key role in strengthening management systems and reducing financial risks in both operational and partner-led programmes.
The role has a main goal to support the country programme to compile to internal and relevant external policies, risk mitigation and procedures. It is key to ensure that organisation resources are managed in an efficient stewardship way and this role will be advising the senior management on the design and implementation of risk management and internal control procedures to ensure it.
This role will interpret and follow up the application of organisational policies and procedures in varying functions within the organisation. If problems arise, this role will develop solutions taking into the diversity and complexity of the problems. Anticipate and Resolve challenges within corporate or divisional parameters, with moderate scope. The impact of this role is significant within the support and finance units and could also have some impact Oxfam-wide. It is a key role to contribute to and influence operational planning, ways of working and behaviours.

Key Responsibilities
Technical
1.Policies analysis and advise on better management practices to ensure compliance
FUNDING
- Control applications of donor rules in project/programme activities.
- Assess risk & compliance to the Executing Affiliate (EA) business rules in donor contract management.
- Random checking of use of Funding System and compliance on the EA Contract Management procedures.
FINANCE
- Verify application of ID financial procedures and flag issues and irregularities if appears.
- Participate to staff training on financial procedures.
- Organise spot checks on accounting process and quality of financial data.
- Identify risks and advise line managers on solutions.
- Assess use of accounting systems and make recommendations.
LOGISTIC
- Verify application of ID Logistic Procedures and flag issues and irregularities.
- Participate to staff training on logistic procedures.
- Interpret logistic procedures for a better understanding by all staff
- Organise spot checks on logistic activities such as procurement, fleet, warehouse, assets management and flag irregularities or risks to appropriate management line and advise on solutions
- Assess use of logistic systems such as HELIOS and make recommendations
- Review documents (filling system, archiving and quality of the documents)
HR
- Verify application of HR policies and Procedures and flag issues and irregularities
- Organise spot checks on HR activities such as recruitments, medical, benefits, payroll, Health and Safety, documentations and flag irregularities and recommended solutions.
- Identify risks and advise on solutions.
- Assess use of HR systems such as GOLD and make recommendations if issues arise.
ADMINISTRATION
- Verify quality of admin support, identify irregularities and weakness and recommend solutions
- Assess documentations and filling systems
- Tests compliance to legality (taxes, labour law, immigrations, etc…)
- Spot checks administration activities such as travel visa, office and residences rents, etc.
PARTNERSHIP
- Test partners reports and provide advice to Programme Managers
- Collaboration on training to partners in donor rules, finances and logistic policies.
- Conduct regular monitoring visits to Implementing Partner organizations to assess adequacy of internal controls, verify the availability of proper records for all financial transactions, and advise Partner and Oxfam management on recommended actions.
- Lead Partnership assessment/re assessment team, Compile team assessment result & Submit to the CD for final approval.
- At time of partnership assessment/reassessment make sure that new/existing partners have renewal business licence from Civil Society Agency.
- Complied with Ethiopian law & provide written advisory service before the CD approve the partnership.
2.Internalaudit and Investigation, to guarantee a proper follow up of the policies, procedures and systems in place
- Develop internal audit/Compliance tools (paperwork, checklist, standards, audit report template, internal control survey questionnaires, physical counts, tools/checklist etc…).
- Verify and prepare audit closure status and progress report for the management and CMT review, collect and arrange audit closure exhibits and submit the reviewed audit closure status/progress reports.
- Monitor implementation of action/corrective action plans relative to both internal and external audits
3.Local Investigator
- Perform internal audits and/or support internal investigations related to compliance and fraud risks & submit the report to CD.
- Deliver Oxfam’s training packages to counter fraud and corruption across countries & Partners.
- Plan, execute and evaluate investigative work in accordance with Oxfam standards and within relevant legislation;
- Advise Oxfam managers and staff on the reduction of fraud, corruption and dishonest loss
- including fraud, theft, bribery, nepotism, money-laundering, aid diversion and terrorist financing/support;
4.Mapping Risk, Conduct Threat & Vulnerability assessment, Prepare Action Plan and Document How Risk Assessments are Conducted.
- Conduct analytical risk reviews to identify opportunities to uplift the Assessment framework and put forward tactical and strategic solutions to mitigate the risks and enhance the control framework.
- Identify and rate the risk of threat (High, Medium, Low) for Oxfam
- planning, designing and implementing an overall risk management process for Oxfam
- risk assessment, which involves analysing risks as well as identifying, describing and estimating the risks affecting the Oxfam
- Advise the Management to establishing and quantifying the organisation's 'risk appetite', i.e. the level of risk they are prepared to accept;
- providing support, education and training to staff to build risk awareness within the organisation.
- Establish a corrective action plan to address gaps or vulnerabilities found in Oxfam and or partner’s programs.
- Risk coordinator advise organisations on any potential risks to the reputation, regulatory and operational risk, corporate governance or existence of the oxfam.
- Works closely with the Oxfam CMT to provide advice and guidance on operational, financial risk and process decisions; ensure ongoing operational & Financial risk taking activities remain consistent with Oxfam program parameters and all policies and procedures.
5.Risk Management Organization – responsibilities for adhering to an independent and effective operational risk management organization.
- Lead on monitoring and support for implementation of actions agreed by management in
- their Quarterly Management Reports and follow up on exceptional issues arising from this
- analysis with country and line management
- Supports the CMT team within the Operational Risk which sets direction, develops and implements a strong foundation of enterprise-rise, risk policies and procedures, monitors and tests adherence to those policies and procedures, and provides credible challenge to the first line of defence in managing all aspects of operational risk.
- Provides support to other co-workers who are responsible for maintaining the program and ensuring compliance by the Oxfam risk management Framework.
- Maintains effective communication regarding matters of operational risk management with internal constituents.
- Maintains his/her independent position within a second line of defence function.
- Attend internal and external risk management career training and development workshops, courses and certification programs.
Other
- Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights

Skills, Experience and Knowledge
Essential
- Accreditation as an auditor, accountant, or legal council or substantial relevant professional experience; A CPA, CIA, ACCA, CFE certification is advantageous.
- Relevant experience of 7-10 years for BA / Degree holders (i.e. Audits, donor’s contracts management, systems management), preferably in an international NGO, out of which 2 years should be supervisory/managerial experience.
- Good understanding of information systems and information technology with a sound knowledge of their development and capabilities
- Good knowledge of major donor requirements such as DFID, OFDA, ECHO, EU, WFP and UNICEF
- Leadership experience of compliance across all business functional areas including regulatory compliance;
- Experience of reviewing compliance and leading on successful improvement plans;
- Good knowledge of the Ethiopian labour, tax and immigration laws
- Strong knowledge of office management and ways of working
- Strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action
- Understanding of risk management
- Effective verbal and written communication skills, including high-level interpersonal and influence skills; fluency in written and spoken English and Amharic
- Proven analytical skills and the use of these to problem solve and make firm decisions and systematic in approach with good attention to detail, with strong commitment to achieve results
- Experience on training to improve operations’ implementation and persistence to achieve change in a challenging environment and stressful situations
- Ability to undertake regular travel around the country (50%) within short notice
- Ability to work independently with less supervision from line manager
- High degree of integrity and honesty
- Understanding of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme
