Job Title: Emergency PM I

Department: Mozambique Program Office

Reports To: Emergency Coordinator, Beira

Country/Location: Quelimane, Mozambique or Other Location as needed

Job Summary:
Under the supervision of the Emergency Coordinator, the Emergency Program Manager will oversee overall operations and coordination between partners on activities across all sectors of focus, including agriculture/livelihoods, WASH, and protection. The PM will strengthen the capacity of Caritas Quelimane to implement high quality response and recovery programming, and will ensure timely and quality support to Caritas Quelimane - facilitating planning, budgeting, implementation, monitoring, reporting and coordination. The PM will make use of CRS and CI tools and guidance for emergency progra mming to strengthen local partner capacity, as well as lead accompaniment throughout the implementation of the recovery strategy, including promotion and coordination of area-based approaches in the operating environment. Currently Caritas Quelimane is implementing their emergency response through a Caritas Internationalis Emergency Appeal and in-kind support from other actors, while developing an early recovery strategy focused on agriculture and livelihoods, water and sanitation, protection, and shelter response, to be partly implemented through the Humanitarian Consortium of Mozambique (CHEMO).

Typical Background, Experience & Requirements:

Education and Experience
* Master's Degree in International Development, International Relations or relevant field.
* Minimum of 2 years of field-based work experience in program management with an international NGO, with preferably at least 2 years working in emergency response programming.
* Knowledge of emergency standards including SPHERE and CHS.
* Experience in managing local partner led programming preferred. Experience in local partner capacity strengthening a plus.
* Supervisory experience and management and team building skills, especially in a multicultural setting. Experience in project design, grant management and budget management preferably for grants from multiple public donors, including USAID and OFDA.
* Staff management experience and abilities that are conducive to a learning environment.
* Experience in building positive working relationships with local team members.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint) and ICT as it relates to MEAL and, more specifically, FRMs.
* Capacity to work closely with, understand, and support local Church partners. Knowledge of CI mechanism would be an advantage.
* Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting.
* Experience with capacity strengthening and partnership building.

Required/Desired Foreign Language
English and Portuguese fluency required

Travel Required (include percentage of required travel, if applicable)
Frequent travel (up to 60%) to other field locations required.
