Position Description
Job Profile
The Programme Manager will manage CAFOD’s Appeal and DEC funded projects in Mozambique and will be a member of Mozambique team managed by Mozambique Country Representative.
The Programme Manager will be responsible for the day to day planning, management and implementation of the project and will have oversight of the budget, monitoring and evaluation, of the project, compliance with donor and CAFOD policies, and reporting. S/he will coordinate with relevant stakeholders. S/he will be expected to provide contextual and management advice as well as organise and manage any additional sector specific technical support to partners during implementation of the programme. The post holder will monitor the local social, economic and political factors affecting implementation, security and peace, in order to provide sound contextual analysis of the emergency as it moves from response phase into recovery and rehabilitation phases, as well as ensuring that learning from the project is documented and shared with key stakeholders.
The post holder will be based in Beira and will be expected to undertake frequent travel the flood affected project areas, as well as other locations related to the management of the programme and the achievement of strategic objectives (such as Maputo). The post holder is expected to be travelling 50% of the time to the project areas.
The scope of the post falls into the following functions:
- Manage the CAFOD appeal and DEC funded programme portfolio
- Overseeing effective relationships with the implementing partners
- Program Financial and funding management under the coordination of the CR
- Internal and external representation under coordination with the CR
- Systems and compliance, including MEAL
- Security management in coordination with the CR
