Context:
IOM Emergency and Post Crisis Unit in Addis Ababa works with the Government of Ethiopia (GoE) through the National Disaster Risk Management Commission (NDRMC), UN Agencies and Humanitarian partners in Ethiopia in the provision of humanitarian assistance, transition and recovery, community stabilization towards fostering durable solution for disaster affected and displaced communities in the country. IOM supports the government of Ethiopia through providing strategic support such as through promoting coordination and policy development on resolution od displacement situations with the aim to bringing together multiple humanitarian and development actors towards a collective and collaborative approach and effort geared towards enabling millions of IDPs achieve solutions to their displacement.
Under the overall supervision of the Emergency and Post Crisis (EPC) Programme Coordinator and the direct supervision of the Transition and Recovery Coordinator in Addis Ababa, the successful candidate will apply basic theoretical knowledge and administrative skills in supporting and in acquiring a broad understanding of the interrelated administrative and programme functions in the durable solutions portfolio of the transition and recovery programme. In particular, s/he will perform the following duties and responsibilities:
Core Functions / Responsibilities:
Compile and review background information on national, regional and international instruments, policies and strategies relevant for peacebuilding/ conflict management initiatives.
Under the close guidance of the Transition and Recovery Coordinator, with the support of DTM and IDP Database colleagues, review studies, assessment reports and Displacement Tracking and Monitoring (DTM) reports and draft segments of small-scale reports on displacements related to inter/intra-clan, resource based and cross-border conflicts.
Gain experience in an international organization, including management and international cooperation activities, as well as understanding of the dynamics of international working groups.
Be able to conduct preliminary assessments, and draft elements of project concept notes and work plans in the relevant area.
Provide administrative input for the development of programs, projects, trainings and workshops related to different migration areas.
Make administrative and logistical arrangements for national durable solutions coordination mechanisms.
Track and document tools, methodologies and approaches used and tested in the context of conflict management and peace building initiatives.
Attend and take minutes of meetings that EPC team conducts with relevant government counterparts and humanitarian partners.
Review EPC’s joint assessment field missions to conflict related incidents and displacements and highlight major recommendations set by assessment team.
Maintain information systems for the collection and dissemination of case stories, best practices and success stories to promote visibilities of the unit’s activities in close collaboration with the Mission’s Communication Groups.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Law, Conflict Resolution, Peace Building, Conflict Studies or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Minimum of 2 years work experience durable solutions, internal displacement conflict resolution, peacebuilding and support to institutional development in the context of conflict prone rural, mobile or pastoralist communities;
• Ability to collect and analyse data on conflict induced disasters, forced displacements as well as capacity building and peace building;
• Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and
Photoshop;
• Experience of working in a multi-cultural setting;
• Advanced English writing, communication and negotiation skills.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
