ORGANIZATIONAL DESCRIPTION:

SUMMARY STATEMENT OF DUTIES AND RESPONSIBLITES:

Under the joint supervision of Assosa based Health Manager, the EPI Officer is a junior management position that involves planning, management, monitoring & evaluation of immunization and surveillance activities under health programs in Belojiganfoie woredas. The EPI Officer will be based at Belojiganfoie- Sogie town and will have frequent travel to health posts and health centers of both woredas. He/she will be responsible in planning and implementing, monitoring and evaluation of the immunization and Surveillance activities. The position requires working with a government health workers; Woreda health office team, Health centers, Health Extension workers (HEWs) and Health post nurses.

The officer is responsible to oversee Health activities for the projects of Core Group Polio- CGPP- that IRC agreed up on to conduct, budget Monitoring, sector reporting and for cordial and constructive coordination with the other actors in the sector, especially with health facility staffs, woreda Health office, and other stakeholders working in assigned woredas.

DETAILED RESPONSIBILITIES AND TASKS:

Technical

  • EPI officer will manage local Health programs in her/his assigned woreda by monitoring and coaching of routine immunization and diseases surveillance activities at health posts and community levels, implementation of BCC strategy, overseeing workshops & trainings.
  • Support woreda based government officers on community engagements activities.

  • Make sure Health program falling in line with protocols, policies & guidelines and donor requirements.

  • Provide technical assistance for government staff (HEWs, HP based nurses, and WoHOs program officers) to have quality program implementation.

  • Draft monthly, quarterly and final reports of Health programs for review for submission to Addis TU by the health Mangers.

  • Analyze monthly and quarterly report submitted by woreda health officers for data quality and presentation of data for use and she/he will be responsible to submit quality report to health manager.

Program Management

Grant Management

  • She/he is responsible in managing Health projects in her/ his assigned woredas.
  • She/he is responsible to ensure all activities are implemented according to the work plan and that targets are met.

Budget Monitoring

  • She/he is responsible to Monitor and appropriately spend the project budget.

  • She/he is responsible for developing spending plan and procurement plans for the assigned project in his/ her assigned woreda and needs to monitor budget spending.

  • She/he is responsible for quarter procurement and budget tracking follow ups.

Monitoring & Evaluation

  • Oversee data collection and management by IRC staff and Maintenance of HMIS data.
  • Prepare and submit monthly activity progress reports.
  • Monitor and evaluate activities of Health within local communities for operations.
  • Develop donor reports in collaboration with health Manager.
  • Responsible to track monthly indicators report
  • Participate in project evaluation
  • Assure data quality and data audit

Key Working Relationships

Internal

Work with other IRC health officers based in woredas, Senior Health Officer and Health Manager for proper implementation of the project.

External

Work with Kamashi ZHD, woreda health offices, Health centers staff, HEWs, HP based nurses and communities.

Qualifications

· University Degree/ Masters in Public Health, Nursing or any other related field from recognized University.

· At least 3 years for first degree and 2 years plus post graduate degree of relevant experience in managing health programs both at clinical and community based programs, working in immunization, Disease Surveillance and other primary Health care components.

  • Have an experience in BCC strategies and able to design effective BCC strategies to communities and have experience of community engagement activities.
  • Capable to work under pressure, long work hours and high workload.
  • Very good communication skills- verbal and written skills. Communication in Amharic and English are a must.
  • Self-motivated, honest, highly responsible, and punctual.
  • Able to work as part of a team as well as to work autonomously when required.
  • Able to plan, organizes, and supervises implementation of Health projects in his assigned woreda.
  • Demonstrated experience and skills in ensuring community participation and gender issues in humanitarian programming.
  • Experience in training of staff in health programming.
  • Have a basic computer skills- Microsoft Office (Word, Excel, Power Point, and e-mail).
  • Thorough knowledge and understanding Health Policy of Ethiopia.
  • Excellent interpersonal, organizational and time management skills. NGO’S experience is advantages
