TITLE: Senior Manager of Internal Control and Risk

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
This role is accountable to monitor and report on the implementation Global Assurance Audit Findings. The incumbent is expected to maintain a robust internal control and governance environment, working proactively with the Regional Fraud advisor and Global Assurance on key issues and opportunities find and implement solutions at the country office level. You are also responsible for the stewardship of agency assets and reputation by ensuring compliance with local laws, regulations, member/donor requirements whilst demonstrating exemplary financial leadership to the country finance teams.
You must be articulate and comfortable with a diverse role covering a variety of provincial offices, whilst working closely with high-intellect stakeholders. To thrive in this role, you must be highly driven and a self-starter to achieve excellence.
Monitoring and support will take place in a number of complex provinces that Save the Children operates within and you should be willing to travel to such locations.
SCOPE OF ROLE:
Reports to: Country Director
Staff directly reporting to this post: Internal Control and Risk Coordinator
KEY AREAS OF ACCOUNTABILITY:
Internal Control & Compliance
· Follow up on the findings of the Global Assurance audit report ensuring phased and timely implementation and evidence of all agreed actions
· Report and discuss audit outcomes with the SLT and ESMT
· Update the audit action point reporting systems as required
· Develop and implement an annual plan to undertake periodic reviews, spot checks, partner reviews, and support visits across all offices and sub offices in Mozambique.
· Develop Terms of Reference (TORs) for internal reviews to be undertaken Ensure that that the internal control mechanisms are known, applied and adhered to.
Fraud Awareness and Investigation
· Act as Fraud Focal Point for the Country Office. As the Fraud Focal Point, support the Country Director, SLT, ESMT, and Global Fraud Team in promoting Save the Children’s zero tolerance approach to fraud by leading awareness training, prevention, detection and response to fraud and corruption.
· Raise awareness of staff regarding SCI fraud policies and procedures
· Ensure sufficient staff are trained/re-trained on fraud investigation
· Support the CD and SLT for the implementation of necessary investigation of suspected fraud and follow-up on cases where fraud is evidenced, including all fraud reporting from initial report to case closure. This includes leading fraud investigations or supporting and ensuring the quality of the work of fraud investigators.
Compliance and Risk Management
- Support managers to meet and sustain Management Operating Standards for financial management and ensure that managers comply with SCI’s financial policies and procedures and build their teams’ capacities to do this.
- Produce insightful compliance and risk management reports, including commentary both for regional and global needs.
· Work closely with the CO Awards and Finance teams to deliver on the team objectives including any other duties not already prescribed.
· Ensure that that the internal control mechanisms are known, applied to, and adhered to.
· Work with the country office SLT in the identification of key risks and mitigation measures, which should inform the content of the CO’s Risk Management Plan

QUALIFICATIONS AND EXPERIENCE
- Accounting or commercial degree and relevant professional qualifications (CPA/CA/ACCA)
- Minimum 5 years of relevant experience, if possible in NGO
- Experience in fraud awareness and case investigation management
- An unquestionably high level of integrity and ethics
- Computer fluency; highly competent using MS Word, Excel, Powerpoint and experience working in complex financial systems
- Experienced in preparing both financial and management accounts (knowledge of working of charitable organisations is preferred, with IFRS knowledge important)
- Self-driven change-agent and a strong people manager
- Strong relationship builder with a proven track record in forming good business partnerships
- Excellent written and spoken communication skills in English and Portuguese,
- Self-initiative and the ability to meet tight deadlines and work independently is essential
- Strong analytical, problem solving and financial modelling skills.
- The personal circumstances to travel frequently to all programmes in the country.
Desirable
· Experience with Save the Children award management and financial systems (AMS and Agresso)
· Significant experience in fraud and corruption prevention
· Significant experience in audit management
