Position Summary:
Creative Associates seeks a Chief of Party (COP) for a USAID-funded education project in Mozambique. The COP provides overall technical and administrative leadership and expertise for the project and serves as the primary liaison with USAID and the host government on management and technical matters. S/he will supervise activity implementation and ensure the activity meets stated goals and reporting requirements. The COP will take a leadership role in coordination among donor and host government institutions and departments as well as other key stakeholders, including other implementing partners.
Reporting & Supervision:
The Chief of Party will be based in Maputo, Mozambique and report to the Project Director based in Headquarters. S/he will supervise several project staff.
Primary Responsibilities:
- The Chief of Party provides overall technical and administrative leadership and expertise for the project;
- Serves as the primary liaison with USAID on management and technical matters;
- Supervises activity implementation and ensures the activity meets stated goals and reporting requirements;
- Takes a leadership role in coordination among USAID, key stakeholders and other implementing partners; and
- Interacts with numerous government institutions and senior-level national and county-level government officials.
Required Skills & Qualifications:
- Master’s degree in a field relevant to education, public policy, or social science; PhD strongly desired;
- At least fifteen (15) years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this project;
- At least ten (10) years’ experience in the education sector is desired, preferably with experience in Southern or Eastern sub-Saharan Africa;
- Program/project management experience working with rural, ethno-linguistic underserved populations;
- Ample experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement and classroom reforms;
- Demonstrated experience and knowledge of capacity building and professional development desired;
- Experience working with USAID and understanding of USAID rules and regulations affecting implementation under a contract;
- Experience managing evidence-based early grade reading programming desired; and
- Professionally proficient in written and spoken English and Portuguese.
