PURPOSE AND OBJECTIVE.

The purpose of the consultancy is to conduct a Coverage and Equity Assessment of immunization the services in Mozambique of high technical quality. The specific objectives include:

  • Describe trends and current coverage and inequities in EPI performance in Mozambique;
  • Identify major determinants of coverage and inequities in EPI performance;
  • Recommend immunization programme specific strategies and interventions aimed at increasing coverage and diminishing inequities;
  • Build capacity within the National Immunization Programme at the National Level in conducting Coverage and Equity Assessments of immunization services;
  • METHODOLOGY AND TECHNICAL APPROACH.

    Under direct supervision of the UNICEF EPI Specialist, with support of others CHN and CAP Specialist within UNICEF and in close collaboration with the EPI manager in the Ministry of Health, the UNICEF health and communication team members and key immunization stakeholders in the country, the consultant will provide technical guidance and ensure that the following activities are conducted with high technical quality:

  • PART 1: Desk review and findings report

  • A desk review of published and grey literature, administrative and survey data on vaccination coverage, and health system data related to related to immunization program performance.
  • A concise descriptive report and a power-point presentation of the findings from the desk review including trends, geographic disparities in coverage and important determinants of under-vaccination (socio-economic, education, ethnic etc.)
  • A stakeholder’s consultation to review the findings and enrich the interpretation of the desk review data: The proposed methodology for conducting Immunization Equity Assessment should involve participatory and consultative exercises closely with the National Immunization Program , ensuring the full engagement and ownership of the EPI stakeholders at the Ministry of Health and Provincial Level and all other interested parties. Capacity building of the key stakeholders at the National Immunization Program is required in this process. As such, the consultant are expected to use the existing guidelines for equity assessment, and facilitate national level orientation / planning workshop as well as district level orientation / planning workshops.
  • PART 2: Data Report and Recommendation

  • Report on data and findings;
  • Forward-looking recommendations with clear, specific and measurable pro-equity and coverage strategies for implementation in the medium term.

    ACTIVITIES AND TASKS.

    The activities listed below are to be carried out in collaboration with the national EPI manager, and the WHO/UNICEF Country Offices and other stakeholders including civil society organizations, professional association, National Institute of Statistics in Mozambique.

  • Desk review and data collection

  • Identify and collect the existing data, including administrative data, survey data (national, provincial and district), surveillance data, and national health week data;
  • Define groups associated with inequities in immunization (e.g. geography, education, poverty, gender, religion, etc.) and categorize against available data;
  • Compile available health system ‘supply-side' data on access to immunization services (cold chain, human resource, and financing distribution in particular);
  • Compile available demand side data on uptake, acceptability of immunization service

  • Compilation of available data and conduct preliminary analysis

  • Prepare a repository of all identified data sources
  • Construct an index of performance and determinates by district/province (league table)
  • Where possible, complete meta-analysis, triangulation to better interpret available data analytically

  • Stakeholder consultation, formal and informal to gather data and contribute to interpretation of data

  • Bilateral consultation with key stakeholders and donors (MOH, WHO, UNICEF, GAVI, USAID, CHAI Village Reach, JSI, HKI, etc.);
  • Field visits to at least 2 provinces and 4 districts with historically poor performance;

  • Report on data, findings and recommendations to include:

  • Summary of data and major findings
  • Tables classifying performance levels and determinates
  • Recommendations
  • Facilitate national consultative workshop with provincial participation UNICEF and Ministry of Health resource persons and come up with the clear action plans

  • Report on data, findings and recommendations

  • Actions to overcome the barriers
  • DELIVERABLES AND PAYMENTS.

    Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will reference the contract and deliverable numbers. Payments will be approved by the respective section chief.

    Deliverable 1:

    Delivery timeframe: 1 week after start

    Deliverable/product(s): Inception Plan

    Deliverable 2:

    Delivery timeframe: Within 2 months

    Deliverable/product(s): Draft report / analysis

  • Deliverable 3:

  • Delivery timeframe: Within 3 months

  • Deliverable/product(s): 1. Final report / analysis including: summary of findings, district league table of coverage/inequities and key recommendations.

    QUALIFICATIONS AND SPECIALIZED KNOWLEDGE.

    Academic qualifications. At least a Master’s degree in Medicine, Public Health or other related field of Social Sciences.

    Work experience.

  • Minimum of ten years of professional experience in the management of public health programs;
  • Knowledge of national immunization programs and health systems;
  • In-depth knowledge and experience with Reaching Every Community (REC) approach and Immunization Equity Assessment;
  • Previous experience in the countries or regions with similar context to Mozambique is an asset.

    Specific knowledge, competencies, and skills required.

  • High capacity for data analysis meta-analysis and data triangulation) and produce data repository;
  • Excellent communication skills.
  • Language skills. Fluency in Portuguese or Spanish (speaking and writing) and English.
