Purpose:
To assist the Steering Committee and the National Alliance in strengthening its coordination role with the aim of systematizing and synergizing the efforts of different stakeholders to end Child Marriage and Female Genital Mutilation/Cutting.

Specific Tasks
The key assignments of the coordinator are the following:
Enhanced functionality of the secretariat and the National Alliance Run and manage the daily activities of the secretariat officeInitiate, facilitate/coordinate situational analysis in addressing FGM/C and child marriage, the result of which will serve as a source of information to develop intervention plansPrepare Plans and budgets to submit to the Steering Committee (SC) of the Alliance and upon approval follow up their implementationFacilitate the development of strategic plans and other similar undertakings under the leadership of the SCDraft the meeting agenda of the SC and the general assembly under the guidance of the chairs of the SC and timey circulate for all concernedRepresent the Alliance in meetings and different forums as delegated and requested by the chair of the SCPrepare and present progress reports to the chairperson of the Alliance and the Steering CommitteeDraft and review minutes of meetings of the SC and general assembly and share with all concerned bodies upon approval by the SCFollow up timely implementation of action points from the minutesSupervise and support staff working in the secretariatUndertake fundraising for the implementation of the Alliance plan by developing concept-notes for events and interventions and reaching out to members and other organizations for supportOrganize regular meetings of the alliance steering committee and the general assembly as well as extra-ordinary meetings initiated by the lead agency MoWYC, members or the secretariatUndertake record keeping and documentation of the alliance tasks including minutes of the meetings, proceedings, plan and reportsPerform other activities as per the directives of the Chair /Vice Chair of the steering Committee, etc.Strategic guidance Provide technical advice for strategic and programmatic undertakings of the AllianceInitiate and lead policy and strategy review processes on Ending child marriage and FGM/C in line with new data and evidenceOrganize strategic and evidence based advocacy events involving different stakeholdersLead key national initiatives including the National roadmap finalization, EDHS further analysis, convening of National Girls’ summit, commemoration of IDG and other internationally recognized datesData and Reporting Initiate and lead the national effort towards establishing/ strengthening the MoWYC’s system for administrative data collection, analysis and reporting, including by supporting MoWYC coordinate efforts and data collection from the different sectorsEstablish a mechanism for sharing regular reports and updates by members and support MoWYC in consolidating evidence and learnings including reports on CM and FGM/C in the country as well as lessons and good practices which should inform and serve as inputs for programming and policy level initiativesKnowledge management and sharing Ensure that the Alliance is a dynamic structure promoting wide information sharing and encouraging synergy of the different actors’ interventions and geographical areasSupport the strengthening of data collection systems, evidence generation and research on harmful practicesCapacity Building and linkage Undertake capacity development needs assessment of members and facilitate interventions in collaboration with members and other partnersAssess the capacity of the regional and district level coordination mechanisms on Anti-HTPs, implement structured capacity building interventions, provide on-going technical support, and create reporting linkages with regional coordination mechanisms on agreed indicators and templatesExplore capacity building opportunities such as training and experience sharing organized both in country and outside for alliance members and for members of regional coordination mechanismsEngage in internal capacity building for local and regional bureaus of the MoWYCEnhance scope of the alliance/ Membership expansion Expand the membership base of the alliance by exploring and reaching out to different organizations and sharing information about the role of the allianceMaintain an up-to-date list of members (organizations and individuals)Initiate innovative and participatory approaches within the Alliance to promote adolescents’ participation and engagement (for examples as champions) as well as the mobilization of influencers for advocacyOrganize periodical briefing meetings with a broader range of stakeholders to familiarize them with the role of the allianceMap similar coordination mechanisms in various areas related to women and girls’ empowerment as well as other relevant stakeholders and facilitate establishment of strategic partnership or coalition for increased synergy and wider impactSupport MoWYC’s convening role to bring different stakeholders including different ministries to collaborate for strengthened results and accountabilities to end HPs.Expected Deliverableand Time frame

The consultant will be directly recruited by UNICEF Ethiopia and will report to the Social Mobilization Specialist (NOC). The Specialist will have the overall responsibility for managing the work proposed above as well as monitoring and assessing the quality and timeliness of the required deliverables. The Women Mobilization andParticipationEnhancementDirectorate Director of MOWYC (the Chairperson of the Alliance) will exercise day-to-day supervision over the work of the consultant. The consultancy is for a period of 12 months, starting from 1 December 2018 to 15 November 2019.
Payment Modality and Schedule
The consultant will be recruited by UNICEF Child Protection Section and the National Alliance office/MOWYC. An advanced university degree (Master’s or higher) in social science, e.g. sociology, political science, gender studies, social anthropology, law, governance, social policy/planning and related fields.A minimum of Seven (7) years of professional experience at both policy and program planning, implementing, coordinating and monitoring and evaluation. A proven track record in the field of broader gender equality, women's empowerment and preferably experience working on efforts towards the elimination of Harmful Practices.Experience working with, convening and coordinating multiple stakeholders;Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.The position requires a highly competent and motivated professional who can work across disciplines strategically to influence and manage national processes.Skills:

General Conditions: Procedures and Logistics
The consultant will be based in the National Alliance office/MOWYC and work on daily basis with the relevant federal and regional bodies.Field trips outside of Addis Ababa will be required as per the work plan.Daily subsistence allowance will be paid to the consultant based on the number of days he/she will be spending outside of Addis Ababa for the work of the National Alliance and in accordance with the UNICEF Policy and procedure. The payment will be effective based on reimbursement arrangement using a claim form for the dates agreed to by UNICEF prior to the travel.He/she is not entitled to payment of overtime. All remuneration must be within the contract agreement.No contract may commence unless it is signed by both UNICEF and the consultant.
