Context:

Site Development is a part of the overall Site Management Support Programme in Ethiopia. The unit is integral to IOM emergency and post crisis program implemented with funding from various international donors. Site Development activities include site planning, medium-complexity infrastructure projects, primarily roads, bridges, communal facilities and various types of site rehabilitation works, including drainage, pedestrian access, earth stabilisation and installation of solar street lighting throughout the camps and ‘out of camp’ sites in return areas or in vicinity of camps where services are shared with the host community.

Under the overall supervision of the Head of Programmes and the direct supervision of the Project Manager (Site Management Support), the successful candidate will assist the implementation of the programme, including but not limited to engineering design and construction support for new site development works; existing site enhancement works and small to medium scale community building projects.

Core Functions / Responsibilities:

  1. Assist the SMS PM with defining technical aspects of IOM construction work, including assessment, design, bill of quantity (BoQ) calculation, work scheduling, tendering, technical specification, monitoring and evaluation, and contract administration.
  2. Monitor and follow up on the formulation of relevant technical standards and their inclusion within the terms of reference. Work closely with the SMS PM to ensure the promotion of such standards and provide mentoring and coaching to technical support staff.

  3. Draft project proposals and work plans for low-medium complexity buildings, service blocks, drainage systems, roads / bridges / access / public infrastructure, and earth stabilization, and assessment of safe spaces for evacuation.

  4. Contribute to supply chain planning and oversight in close coordination with the relevant IOM units to ensure that all contracts and construction activities continue without resource gaps (cash-for-work payments; materials supply and delivery).

  5. Supervise the duties of a team of operations support staff to facilitate the cash-for-work programme and implement small-medium scale interventions to mitigate hazards and promote safe living conditions in camp and ‘out of camp’ settlement. Activities might include: • Stabilizing water points • Widening existing pathways • Reinforcing steps • Constructing handrails • Constructing wood bridge crossings • Constructing wood fence for burial sites • Constructing light-weight structure • Demarcation of community services in new sites • Clearing and levelling new plots for sector partners • Earth stabilisation works • Crib walls, slope protection and retention • Rehabilitating primary and secondary drainage

  6. Supervise the duties of a team of site development assistants and project clerks to monitor construction contractors on site and mobilise light equipment (mini excavators; small roller compactors, etc) to do public works for care and maintenance of roads / bridges, earth stabilisation works and rehabilitate primary and secondary drainage.

  7. Assist with overseeing contractors in the areas of monitoring, change of orders, contract compliance, quality assurance, and documentation of all interaction.

  8. Provide information on project progress for use in programme reporting and for making financial payments in accordance with contracting.

  9. Ensure that activities aimed at preventing and mitigating gender-based violence (GBV) in camp-like settings are implemented in line with agreed upon IASC (Interagency Standing Committee) standards, CCCM Gender Minimum Commitments and overall operational guidelines defined by the Site Management Sector and GBV AoR working group in country.

  10. Contribute to operational planning for emergency preparedness and response and hazard mitigation / disaster risk reduction initiatives.

  11. Make regular field visits to all projects under Site Development supervision.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Architecture or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Delivers on set objectives in hardship situations;

• Effectively manages supply chain, contractors and logistics planning;

• Effectively manages and directly implements quality and compliance control on engineering and construction-related activities;

• Effectively coordinates actions with other implementing partners;

• Works effectively with local authorities, stakeholders, beneficiaries and the broader community to advance country office or regional objectives;

• AutoCAD proficiency is required;

• Experience with land surveying and leveling is a plus;

• Experience with GIS and GIS programs is a plus;

• Ability to supervise, direct, coach and mentor staff is required.

Languages

Fluency in English is required. Working knowledge of any local language, French and/or

Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
