Ethiopia: Assistant Health Coordinator(Ethiopian Nationals only)

SCOPE/JOB PURPOSE:

The Assistant Health Coordinator will be part of the health team in Addis Ababa and work towards supporting health projects. She/he will specifically be responsible for technical oversight and successful implementation of a contractual project entitled Women’s Integrated Sexual Health (WISH) project which will be implemented across refugee camps and local community. She/he will provide technical support to field based staff implementing the WISH project, track performance progresses and guide project team to meet project targets, and conduct regular monitoring visits as well as assist the Health Program Coordinator in business development initiatives and on other strategic assignments.

SPECIFIC RESPONSIBILITIES:

Technical

  1. Support field program staff to track project performance against key performance indicators and guide the team to achieve project targets

  2. Identify performance gaps and design interventions and develop action plans in collaboration with project managers to manage activities and improve quality of services

  3. Ensure quality of clinical and non-clinical service provision in IRC supported health facilities according to national, WHO or international standards through communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards

  4. In collaboration with the Health Coordinator, monitor quality standards across all project sites of WISH and other projects identified for this position

  5. Provide timely and quality inputs to project design and funding proposals, including writing of technical narrative content, developing logframes, and budgeting.

  6. Provide technical supervision of all IRC health projects in designated region(s). Extend technical support and supervision to the IRC’s implementing partners when requested.

  7. Represent IRC at WISH consortium meetings and among key stakeholders including FMoH, RHBs, DFID and other donors and stakeholders.

  8. Participate in all relevant forums, working groups, and coordination meetings relevant to WISH and other thematic areas and effectively represent IRC

  9. Maintain documentation of relevant information and communicate to the health coordinator regularly

  10. Ensure that health interventions in Ethiopia adhere to IRC’s core policy documents and guidelines, including the Outcomes and Evidence Framework (OEF).

  11. Promote the quality of the IRC’s health programs by setting up quality assurance systems and checks in collaboration with the Addis and field based health staff.

  12. Perform other duties assigned by the health program coordinator

Program Management

Grant Management

  • Ensure that health grants are implemented according to internal IRC and donor regulations.

  • Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field.

  • Support field staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement plans, etc.

Budget Monitoring

  • Ensure that budgets are spent according to plan and as per contractual agreements with respective donors.

  • In collaboration with field staff, develop spending plans and monitor the implementation of these spending plans for each grant

  • Work with Health Coordinator and other relevant staff to streamline and build capacity of program staff to effectively use budget tracking tools.

  • Conduct monthly BVA reviews and make appropriate recommendations to the finance and logistics staff in Addis as well as to the field based health staff. Coordinate technical team inputs to, and directly provide inputs when needed to, project/budget amendments.

  • Work with finance to undertake budget recoding as required.

Monitoring & Evaluation

  • Ensure that the stated goals and objectives of all health projects overseen by the position are met with strong monitoring and evaluation follow up and reports are written and submitted to concerned bodies in a timely manner.

  • Participate in the design and delivery of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Ethiopia.

  • Review all reports prepared by the field staff in assigned region(s) and provide appropriate feedback to the concerned staff.

  • Prepare regular reports as required for the respective donors and for IRC New York Health Unit in consultation with the Health Coordinator.

  • Conduct regular project review meetings with field based staff to assess the level of achievement of project targets for the various health grants.

Human Resource Management

  • Participate in the staff development plans for project staff based on performance reviews in collaboration with the human resources department and contribute to the training of health staffs (mentoring, on-the-job sessions as well as formal trainings).

  • In consultation with the Health Coordinator and Admin & HR Coordinator, review applicants for all health positions and assist in the recruitment of qualified health staff**.**

Representation

  • Represent IRC to local communities, government departments, international agencies, local partners and donors as required.

  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned.

Miscellaneous

  • Support with the updating of the IRC’s staff health protocols and train staff as necessary.

  • Other duties as assigned by the Health Coordinator.

Qualifications

Essential

  • Masters level education in health related field such as MPH. Must have health clinical background (nursing, health officer, MD)

  • Six years for Degree or Five years for post graduate professional experience in implementing and managing health programs and related budgets.

  • Demonstrated experience supervising, managing, and providing technical support and assistance to field-based program/project staff

  • Experience with an international NGO in a similar role is a plus.

  • Demonstrated experience in proposal development, including practical experience with budgeting, logframe development, and writing of technical descriptions

  • Excellent English writing skills (candidates will be asked to demonstrate these skills in a practical exam if shortlisted)

  • Excellent oral and written communication skills.

  • Strong organizational and interpersonal skills.

  • Ability to work effectively and efficiently both with minimum supervision and as part of a team.

  • Result oriented

    Desirable

  • Experience managing SRH projects.

  • Experience in conducting health assessments
