The role The Project Director - ECCD, preferably based in the Save the Children International Mozambique (SCIMOZ) Office in Nampula, will be responsible for the overall management, implementation, and monitoring of a coordinated project model funded by the World Bank through the Government of Mozambique and implemented by SCIMOZ across three Provinces: Nampula, Tete and Gaza.
ECCD project Director
Scope of work: The project director will preferably be based in the field office and will be responsible management oversight and implementation of the World Bank ECCD Project funded through the Ministry if Education and Human Development, implemented by SCIMOZ in Gaza, Nampula and Tete Provinces.
S/he will work closely with the provincial project managers in the target provinces to ensure that the project's implementation schedule and targets are met by providing support to launch materials development, training-of-trainers activities, and community-based activities as well as to ensure on-going consistent quality implementation, communication, documentation, and reporting. Importantly. The Project Director will be responsible for maintaining oversight of overall construction work in all provinces, budget tracking and compliance with donor reporting and requirements. The Project Director will coordinate with the provincial project managers to arrange the provision of in-country and Washington-based STTA and will help to facilitate ongoing communication between the implementing provinces to share lessons and help to discuss and develop creative solutions to challenges that may arise. S/he will be the project's key representative to the Government of Mozambique (GoM), representing Save the Children in provincial and national early childhood forums.
Qualifications and experience
- Masters degree in Education, International development or related field
- Minimum of 5-7 years of managing education, early childhood or community-based development projects with preferred expertise in areas such as community-based education, student assessments, teacher training, parenting education educational materials development, educational management, and educational monitoring and information systems.
- Desired experience in managing projects with community-based construction work. Overall understanding of basic construction technical files such as bill of quantities, drawings, and contractor's agreements.
- Portuguese and English language skills are critical (both oral and written);
- Outstanding project management and project cycle skills
- Strong personnel leadership skills, particularly mentoring skills
- Solid communication and facilitation skills
- Excellent collaboration skills with local, national, and civil society stakeholders
- Demonstrated experience managing results-based disbursement contracts
- Extensive experience working in Africa - Mozambique experience preferred
- Ability to travel frequently within Mozambique
