Opportunity
As Ethiopia makes progress towards becoming a middle-income country, it needs a system capable of meeting acute needs that is less reliant on large humanitarian appeals. The Government of Ethiopia (GoE) has a clear strategic direction and strong policies for managing humanitarian crises. The Building Resilience in Ethiopia (BRE) Programme will provide demand-led interventions, including targeted technical support and advice, and independent monitoring and evaluation to support the GoE.
The Finance Manager will be responsible for providing oversight and direction on all aspects of financial support for the programme. The Finance Manager must be mission driven and committed to making a distinctive impact in serving the BRE programme and Abt Associates.
Key Roles and Responsibilities
• Develop, manage and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff
• Record expenditures, income, and any other related transactions, in the books of accounts
• Prepares payment vouchers and corresponding checks
• Prepare payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc)
• Check petty cash payments and periodically reconciles petty cash balances
• Keep a register of fixed assets and maintains an easy cross reference system of all government property
• Prepare monthly cash requests, and promptly advises action required to cover estimated costs
• Ensure that periodic inventory of the fixed assets (property) of the company is conducted
• Advance the impact and reputation of Abt Associates and its partners throughout Ethiopia and beyond through thought leadership and other activities

Preferred Skills / Prerequisites
• Minimum Bachelor’s Degree in business administration, finance or other relevant field
• Professional experience in managing financial and contractual aspects of international development projects, preferably DFID-funded projects.
• Experience in payroll management, petty cash management, financial reporting, tax reporting and budget tracking.
• Experience in inventory management is desirable
• Proven ability to perform under pressure and work with minimum direction and supervision
• Strong command of financial and other applications and databases such as MS Word, Excel, Quicken, Access, etc.
• Strong analytical skills, with an emphasis on budget and financial analysis
• Experience in logistics, procurement, and supply chain management highly desirable
• Fluency in English and Amharic required
• Experience in Ethiopia or a similar country context required
