Mozambique: Call for Experts – BRILHO Energy Africa Mozambique

Project Description
DAI will be leading a bid for the upcoming BRILHO Energy Access Programme funded by the UK’s Department for International Development (DFID), which is estimated to start in January 2019.

Background
The level of electricity access across Mozambique is very low, even by Sub-Saharan Africa levels. Only 27% of the population of 28m has access to electricity, which forces 20m Mozambicans to use alternative forms of energy, such as wood, charcoal, kerosene and disposable batteries. Access to electricity is mainly focused in urban areas, leaving the majority rural population without access. 55% of the urban population are connected to the grid compared with less than 5% of Mozambique’s rural population. The transmission system does not cover all areas of the country. By the end of 2014, the distribution network had reached all 128 district administrative centres, but the system has large gaps.

Objective of the Programme
BRILHO aims to increase energy access in Mozambique through innovative private sector provision of, and investment in, off grid renewables, expanding market access of off-grid renewable energy products and related services to rural communities and businesses in Mozambique.

The programme includes four Components: 1) Market Development Fund and Technical Assistance, 2) Demand Activation, 3) Research and Dissemination, and 4) Policy Reform and Institutional Strengthening.

Job Description
DAI is currently seeking experts with the following skills and experience to lead the core team:

  • Team Leader
  • Market Development Fund Manager (Deputy Team Leader)
  • Access to Finance Specialist
  • Renewable Energy Market Specialist
  • Monitoring and Evaluation, Research and Knowledge Specialist
  • Gender & Inclusion Specialist
  • Finance & Operations Manager
  • Grants Coordinator

The programme also includes opportunities to engage consultants in short-term technical assistance (STTA) in a variety of areas (e.g. off-grid energy technology, strategic communications, market development, access to finance market activation). Please apply if interested.

Programme Duration
64 months

Key Requirements

  • Degree in related field of work, e.g. Renewable Energy, Energy Policy, Business Administration, Management, Finance, Sociology, Anthropology
  • Technical sector expertise and experience in Sub-Saharan Africa, ideally Mozambique
  • Experience of working on donor-funded projects (e.g. DFID)
  • Proficient written and spoken English and Portuguese
