II. Organizational Context and Background Information
The International Organization for Migration (IOM) is the UN migration agency with 169 member states and committed to the principle of humane and orderly migration that benefits all. IOM works to promote sound migration management, to facilitate international cooperation on migration issues, to search for practical solutions to migration challenges, and to provide humanitarian assistance to migrants in need including refugees and internally displaced persons (IDPs). The International Organization for Migration Special Liaison Office (IOM/SLO) Addis Ababa supports the Government of Ethiopia (GoE), humanitarian partners and national and international organizations to protect and assist vulnerable migrants, individuals and communities affected by crises in Ethiopia. One of the thematic areas of focus is preparation for and response to disasters through the emergency and post-crisis spectrum. IOM works in collaboration with the National Disaster Risk Management Commission (NDRMC), UN Agencies, donors and Civil Society Organizations (CSO) in an effort to provide life-saving emergency assistance to crisis-affected population, to enhance coordination mechanisms, to improve information management for evidence-based planning and response, and to support efforts to progressively resolve displacement situations. IOM’s activities are guided by humanitarian and development principles, relevant national and international instruments and coordination mechanisms as well as IOM’s own polices.
III. Justification/Rationale of the Consultancy
IOM is implementing a project titled “*Technical Assistance to the Government of Ethiopia on progressive resolution of the Displacement Situations of Internally Displaced Persons (IDPs) in Ethiopia”* in cooperation with the GoE (Government of Ethiopia) and with a financial support from the Swiss Agency for Development and Cooperation (SDC). This project aims to contribute to the well-being of IDPs by enhancing information management system; strengthening coordination mechanisms on durable solution at regional and national levels; and facilitating the development of a national framework to promote durable solution policies and programmes.
Guiding IOM’s approach to durable solutions, in 2016, IOM adopted an institutional framework, the “Progressive Resolution to Displacement Situations (PRDS) Framework”, which is in line with relevant international instruments. This project will draw upon the PRDS framework, resources and tools to support the Ethiopian federal and regional Governments, UNCT (United Nations Country Team) as well as humanitarian and development partners to support progress towards resolving internal displacement in Ethiopia. In 2017, IOM supported the Somali Regional authorities to develop a durable solutions strategy and associated action plan.
In response to requests from regional authorities, IOM plans to scale up and strengthen efforts towards the achievement of durable solutions by replicating the successful regional durable solutions mechanism in the Somali Regional State in other disaster-affected regions. To support this objective, the Emergency and Post Crisis (EPC) Unit in IOM SLO (Special Liaison Office) Addis Ababa is seeking an experienced international consultant with proven expertise in providing technical advice to, and facilitating, State-led durable solutions policy and strategy development. This consultancy requires strong analytical skills, knowledge of humanitarian and development architecture as well as relevant global, regional and national instruments and approaches[1]. Focus is placed on the humanitarian-development nexus as this relates to progressing towards resolving internal displacement in Ethiopia.

IV. Nature of the task
Under the general supervision of the Chief of Mission, the successful candidate will operate under the direct supervision of the Head of Programme and in close coordination with the EPC Programme Coordinator and the Transition, Recovery and Durable Solutions (TRD) Manger. S/he will be responsible for leading IOM’s strategic engagement and technical support to the GoE, UNCT, and humanitarian and development actors. Specific tasks include:
V. Scope of the assignment
Based on lessons learned and best practices documented in the process of developing the regional durable solution process in the Somali Regional State and ongoing national dialogue, the expert will provide strategic guidance to scale up durable solutions initiatives in Oromia, Afar and Gambella Regional States. These regional-level processes to initiate and establish durable solutions mechanisms will lay the foundations for future durable solutions policy frameworks and programmes at a national level, with the active engagement of the federal government, UN Resident Coordinator/Humanitarian Coordinator, United Nations Country Team, Humanitarian and Resilience Donor Group, Inter-Cluster Coordination Group, UN agencies and NGOs.
VI. Objective
The objective of this assignment is to initiate, facilitate and lead the development of durable solutions policy frameworks and programmes in Oromia, Gambella and Afar Regional States of Ethiopia that will guide the GoE and its humanitarian and development partners in their efforts to progressively resolve internal displacement and that will lay the foundations for the development of a national framework on durable solutions in Ethiopia.
VII. Specific tasks
- Analyse internal displacement situations, patterns and trends in Ethiopia, based on available primary and secondary data provided by IOM and other actors.
- Provide technical advice to the GoE and facilitate a participatory process for the development of three regional level strategies and associated action plans and tools
- Undertake stakeholder mapping in identified regions and engage with stakeholders with a view to reflecting broad participation in regional policy development processes
- Advise and provide technical inputs to capacity building activities for partners, government and existing coordination mechanisms to enhance collaborative processes
- Provide strategic guidance to the regional Durable Solutions Working Groups (DSWG) through field visits, meetings with partners and coordination forums.
- Through consultative processes, lead the process of developing three regional durable solutions policies, and related SOPs, pilot models and approaches with associated guidelines for rolling out collaborative, multi-sectoral and long-term solution focused actions.
- Provide technical guidance in aligning regional development plans of the government with specific regional durable solution initiatives.
- Reinforce the IOM’s leadership on durable solutions for IDPs in relevant national and regional forums through formulating key messaging, advising IOM senior management and ensuring consistency of approaches
- Based on lessons learned in the process of developing regional durable solutions initiatives and best practices elsewhere, outline a set of recommendations that will inform the processes and actions required towards supporting the development of national policy framework on durable solutions for IDPs in Ethiopia
- Document and publish lessons learned and best practices
- Facilitate/organize a national level consultation/panel on situation/needs of IDPs based on documented lessons through the active engagement of relevant government authorities, donors, humanitarian/development actors, academia and media
- Any other relevant tasks as may be assigned. VIII. Expected Output/Deliverable
The consultant is expected to deliver the following outputs within six months period.
- Regional durable solution policy frameworks, programme frameworks, operational plans, SOPs and terms of reference for Oromia, Gambella and Afar Regional States of Ethiopia
- Regional durable solution pooled fund management frameworks including guidelines for durable solution programme and fund management steering committee
- Capacity building tools on bridging humanitarian – development divide linked with resolution of displacement conditions
- IOM communication strategy on durable solutions reflecting a range of audiences and partners
- IOM SLO information products reflecting regular updates on durable solution work and tailored to meet requests from GOE, UNCT, Donors and existing national and regional coordination mechanisms as well as IO regional office and headquarters.
- Document of challenges, opportunities, lessons learned and best practices on durable solution process covering Somali region and national context
- Document of regional and national level consultative panels/workshops on situations and long-term needs of IDPs based on documented lessons and practices with active engagement of government, donors, humanitarian/development actors, academia and media.
IX. Time Frame
The duration of services performed under these Terms of Reference shall not exceed a maximum of six months from the signing of agreement.
X. Required Qualifications and Experience
Education Qualification
- Minimum of postgraduate degree in political science, international relations, international law, public relations, or related field, or a combination of training and relevant working experience.
Experience
- A post-graduate degree in political science, international relations, international law, public relations with at least seven years of related work experience **
- Demonstrable practical experience in macro level policy formulation and strategy development
- Proven knowledge and technical skills in developing durable solution strategy and operational framework.
- Experience in facilitating and organizing a national level consultation engaging government, donors, humanitarian/development actors, academia and media
- Previous work experience with an organization implementing durable solutions programming in internal displacement settings is an advantage.
- Excellent knowledge of English. (Written and spoken).
XI. Languages
- Fluency in spoken and written English required and knowledge of other UN languages has an advantages.
