Job Description
Migration, refugee movements and internal displacement shaped the African continent in the past decades and gained renewed relevance with a rising number of displaced persons in recent years. Migration is by nature transnational and thus needs coordination and management beyond the national level. The African Union (AU) took up its responsibility in developing continent wide positions and strategies and setting standards on migration, mobility and displacement. Together with its Regional Economic Communities (RECs), the AU is charged with the responsibility of coordinating and overseeing the implementation of conventions and declarations on continental, regional and national level. Further, the AU Commission (AUC) represents the continent in international and regional fora like the EU-Africa Migration and Mobility Dialogue, the UN Global Compact on Migration, etc., and assures the implementation of common agreements and action plans.
The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned a three year project, implemented by GIZ, to support the AUC in the area of migration and displacement. The objective of this project is to strengthen the capacities of the African Union to realise its mandate in the area of migration, mobility, and displacement. GIZ supports its implementing partner, the AUC's Department of Social Affairs, in enhancing its coordination function on migration related topics inside the AU as well as on the continent. It further supports the implementation of the Migration Policy Framework for Africa (MPFA) on the level of RECs and member states. Finally, it supports different departments and organs within the AU to enhance their capacities in the broader field of migration (including diaspora, remittances, labour migration etc.) through an open fund.
Your tasks:
In close cooperation and agreement with the GIZ project management, the migration advisor will directly support the Department of Social Affairs (DSA) of the AUC, and particularly the Division of Labour, Employment and Migration. The specific roles and responsibilities include:
Provide advice and direct support to the Division of Labour, Employment and Migration in the DSA on topics related to migration and mobility
Support the AUC in the planning and implementation of consultations with RECs, Member States, regional dialogues and partners on topics related to migration and mobility
Follow-up on the implementation of activities regarding migration and development, remittances, labourHeads of State and Government migration, free movement, trafficking and smuggling as well as other related commitments of African Heads of State and Government
Provide advice, concepts and follow-up in regards to the implementation of the Migration Policy Framework for Africa (MPFA) on the level of AU, RECs and Member States
Support the development and implementation of a monitoring mechanism for the 10-year Plan of Action for the MPFA and report on the Implementation of the 10-year Plan of Action for the MPFA
Coordinate and follow-up on AUC internal coordination mechanisms and taskforces related to migration
Promote the exchange of experiences and best practices on migration issues
Provide advice, concepts and direct support to the project in the area of organizational development and
capacity development of relevant actors on continental, regional and national levels
Advise the GIZ AU Office on strategic areas of technical support towards the AUC in the area of migration, mobility, diaspora, remittances, and displacement.
Your profile
A suitable candidate must fulfill the following requirements:
Masters degree in the field of international relations, human rights, development, management, migration or any related field;
Long-term working experience in Africa in the field of migration, displacement, mobilitiy, border governance, peace and security or related topics, ideally on multilateral level;
Proven working experience in programme design, planning, management, monitoring and evaluation; at least partly in an advisory function;
Excellent working knowledge of migration and mobility related subjects;
Fluency with contemporary politics in Africa and excellent knowledge of the global and African institutional environment regarding migration, mobility and displacement;
Experience in facilitating (high level) conferences and consultations with various stakeholders, ideally including AU member states or AU policy organs;
Proven working or cooperation experience with regional or continental bodies, such as the African Union or Regional Economic Communities in Africa;
Experience in the development or implementation of monitoring multi-country monitoring, evaluation and reporting systems (ideally for multi-level programmes);
Proven experience in organizational development; ideally in the setting of African regional organisations;
Fluency in English; fluency in French or another official AU language;
Excellent communication skills, diplomatic conduct;
Ability to work in a multicultural environment,
Willingness to travel on the African continent as well as occasionally outside of Africa.
