Background
Disasters resulting from natural hazards have been on the rise in the past decades. The increasing frequency and scale of these events pose mounting economic and humanitarian challenges. In countries with medium to low levels of income and weaker governance, disasters further compound existing problems of poverty and inequality and reverse development gains. It is now widely recognized that the vulnerable populations (socially, economically and geographically) are the most affected by natural hazards.
Mozambique ranks third amongst the African countries most exposed to risks from multiple weather-related hazards, e.g. periodic floods, tropical cyclones and droughts.
Within the framework of humanitarian action, cash transfer has increasingly emerged as one of the main tools for supporting processes of survival and recovery from disaster[1].
With Cash Transfer Programming (CTP) having been identified as a cross-organisational priority, and cash transfers being predominantly used as a response modality in responses across the world, COCASA (Save the Children, Oxfam and CARE) aims to build the supply chain, finance nad ICT staff from INGOs, NGOs and government (INGC and INAS) to be able to support their teams on CTP
Purpose and Objectives of the Consultancy
The aim of the course is to ensure understanding of CTP and implications for Supply Chain, Finance, and ICT, develop basic competences to deliver CTP, and build inter-functional understanding to support implementation
The objective of this programme is to equip support services staff with knowledge and skills to effectively support CTP programme design and delivery for timely responses
The specific results are:
- To improve CTP knowledge and skills of support services. Lack of understanding of support staff in CTP results to compromised quality, efficiency and the speed of the response in saving lives as it may be required.
- To increase understanding of roles and responsibilities of support staff in design and implementation of CTP to increase their involvement and contribution to timely and quality responses
Scope of the Consultancy
To work with the SCI team in Mozambique to prepare for the training course including making adjustments to training materials according to context in consultation with COCASA members
To facilitate of the Core Cash Transfer Programming Skills Supply Chain, Finance and ICT staff training
To write and share training report and contextualized materials
To debrief and provide written feedback to COCASA on the delivery of the course including learning

Evaluation of feedback and training report: Written feedback and recommendations to inform a brief training report;
Finalised training materials with any revisions per feedback from participant evaluations, co-facilitator and COCASA, as applicable.
Duration of the Consultancy
The provision of the Services is to commence on 15thth April 2018 and end on 10th May 2018 (up to 11 days between these dates), unless this Agreement is terminated early in accordance with the terms of this Agreement.
Expected Profile of the Consultant
The consultant should have the following essential skills and knowledge:
Proven experience of delivering high quality training and learning events related to cash transfer programming.
Good understanding of current good practices with regard to CTP and, preferably, experience in East Africa.
Substantial knowledge and experience in capacity building: adult learning methodological approaches and tools and strong skills in facilitation; designing trainings; collecting and analysing secondary information; conducting surveys, consultations and key informant interviews; synthesising qualitative and quantitative information; and evaluating training impact.
Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions.
Knowledge and work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g. National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g. financial service providers).
The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds.
Previous experience of delivering CaLP training or attendance at a CaLP-run TOT would be highly desirable.
Additional Information
Management
This piece of work is commissioned by Save the Children Mozambique. The Cash Preparedness Project Manager will manage the day to day engagement with the consultant.
Submitting expressions of interest (maximum 5 pages)
Interested individuals must submit a technical and financial proposal of a maximum of five (5) pages
including:
• A cover letter introducing the consultant and how the skills and competencies above are
met, with concrete examples as appropriate.
• An expression of interest including proposed methodology, time schedule and work plan for
carrying out the consultancy.
• A CV detailing relevant skills and experience, including 3 contactable referees
• Proven record of experience in child rights, child protection and economic justice.
• Reasonable budget breakdown and cost consideration commensurate to expected deliverables.
