Mathematica is currently recruiting for a local consultant currently residing in Mozambique to serve as a part-time Evaluation Coordinator to support the international evaluation team conducting an evaluation of the Mozambique Water and Sanitation project. The Mozambique Water and Sanitation project was implemented under the Millennium Challenge Corporation (MCC) Compact from 2008-2013. The project included rehabilitation of urban water systems; rehabilitation of water storm sewers, construction/reconstruction of wells and boreholes; and technical assistance to municipalities to improve their ability to manage the water systems. Mathematica will conduct an ex-post evaluation of the project. The Evaluation Coordinator will provide logistical and operational support to the evaluation team. The period of performance for this consultancy will be six months to one year. The consultant will be expected to work between 25-50 percent time, depending on the evaluation phase.

Responsibilities:

  • Represent Mathematica locally at stakeholder meetings and assist with the execution of the evaluation activities.

  • Work closely with local stakeholders to identify the availability and nature of secondary/administrative data for the evaluation.

  • Work closely with local stakeholders to obtain data as required by the evaluation team.

  • Maintain communications with local stakeholders and institutional sources of information to contribute to data collection and data quality analysis.

  • Track the progress and quality of work being performed by the local data collector during the data collection process.

  • Effectively and accurately communicate relevant project information to local stakeholders and the project team.

  • Serve as a liaison between the internationally based evaluation team and local stakeholders.

  • Keep the evaluation team informed of any challenges or problems in the field.

Qualifications

  • At least 5+ years of experience in M&E, evaluation, data collection, and data quality preferred.

  • Degree or Diploma in economic development, evaluation, management.

  • Knowledge of water, sanitation and hygiene systems in Mozambique preferred.

  • Knowledge of data collection processes (interviewer training, field data collection oversight; quality assurance; data entry)

  • Familiarity with international donors and development programs desirable.

  • Effective communication skills including verbal, written and presentation skills.

  • Fluency in Portuguese and English.

  • Proven ability to work effectively both independently and in a team based environment

  • Demonstrated willingness to be flexible and adaptable to changing priorities.

  • Willingness to travel to multiple islands as needed.

  • Strong organizational and management skills.
