Mozambique: Individual consultancy: Assessment of UNICEF’s Budget Briefs in the past decade (2008-2017), Mozambique

PURPOSE AND OBJECTIVE.

To assess the contribution/impact of the Budget Briefs to the PFM environment in the country, in terms of budget transparency, participation, availability of data, budget oversight and scrutiny.

METHODOLOGY AND TECHNICAL APPROACH.

The consultant will work closely with SPEAR section to design a methodology to assess the contribution/impact of the Budget briefs, which will include a desk review of the Terms of Reference for such product, the products themselves and how they evolved over time, and interviews with key target audience members (which include CSOs, line ministries, MEF, Members of Parliament, etc.). The result will be a report (20-30 pages maximum) that summarizes the information coming from the desk review and interviews.

ACTIVITIES AND TASKS.

  • Design and implement a methodology, together with UNICEF SPEAR team, to assess the contribution/impact of the UNICEF Budget Briefs over the past decade (2008-2017); the methodology will include interviews with stakeholders involved in the production of the budget briefs (UNICEF programme officers and CSOs partners); other contributors to the briefs (Donor community); users of the briefs (Government institutions, particularly sectoral ministries: Education, Health, Social Action and Public Works) and Ministry of Finance; and members of the Parliament);
  • Produce a final report (20-30 pages maximum), with accompanying executive summary and PPT).
  • DELIVERABLES.

  • Deliverable 1: Report (with accompanying PPT) with findings from the budget briefs assessment (20-30 pages maximum), accompanied by all information generated during the process (raw interview notes/audio if available)
  • Delivery timeframe (specify weeks, months or working days): 20 December 2017
  • Deliverable/product(s): Report and accompanied by a Summary PowerPoint
  • MANAGEMENT AND SUPERVISION.

    The consultant will work under the direct supervision of UNICEF Mozambique’s Social Policy Specialist.

    QUALIFICATIONS AND SPECIALIZED KNOWLEDGE:

  • Academic qualifications. At least a Masters’ degree in Economics, Public Policy and/or Administration, Public Finance, M&E, Public Policy, Social Sciences, International Relations, Journalism or other relevant discipline
  • Work experience. At least 5 years of relevant work experience in the area of development, with a specific focus public financial management and/or monitoring and evaluation. Familiarity with Mozambique Public Financial Management environment desired. Experience in interviewing a different gamut of stakeholders is desired. Background in qualitative evaluation is a major plus.
  • Specific knowledge, competencies, and skills required. Strong research and writing skills (Portuguese; and English highly desirable), compiling extensive information from multiple sources of into a coherent and strong piece. Proven ability to work under tight deadlines and drive for results. Strong communication skills
  • Language skills. High fluency in Portuguese is mandatory. Fluency in English highly desirable
  • EVALUATION CRITERIA.

    The selection of the consultant will be based on a “best value for money” principle. Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided. The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time. The technical evaluation criteria are stipulated below.
