Ethiopia: Human Resource Manager (Humanitarian Response)

Oxfam Purpose

To work with Oxfam and Partners’ staff to find lasting solutions to poverty and suffering.

Job Purpose

  • To support Humanitarian Response in Ethiopia by designing and implementing

the full range of human resource strategies necessary to support effective people management,

  • Ensuring that systems/ procedures are adhered to, maintaining HR control, and minimizing any

associated risks within the context of the humanitarian and development phases.

Technical Skills, Experience & Knowledge

Essential

  • 5-8 years’ relevant experience, professional qualification in Human Resource Management or

substantial HR experience including operations and strategic human resource management.

  • University Degree in Management and related field

  • Excellent understanding of local labour laws and other relevant policies and procedures /

proclamation (s) and demonstrated experience of its fair application

  • ·Successful track record of consistent personal achievement at both an operational and

strategic level.

  • Be able to provide leadership and direction in all HR issues in alignment with the country

programme vision.

  • Stature and personal credibility to work as a senior member of the Ethiopia Humanitarian Programme Team ·

  • Ability to achieve results by influence and persuasion. ·

  • Display considerable initiative and independence, with the ability to take the lead and shoulder considerable responsibility without recourse to additional HR support ·

  • Highly flexible in style with the ability to produce creative and pragmatic solutions to complex HR problems. ·

  • Ability to forge effective working relationships at all levels. ·

  • Drive and determination to ensure that the HR perspective is considered at all levels ·

  • Understanding of the complexities of working in a multicultural and sometimes insecure environment.

  • Fluency in written and spoken English is essential.

  • Willingness to travel at short notice and support field offices (30-40% of the time in field offices may be required)

Desirable

  • Specific experience in organisational Development and change management desirable.
