“External Evaluation of Oxfam’s Drought Response in Ethiopia”

Background and Rationale for the Evaluation

2016 and 2017 have both been exceptional years in Ethiopia, in terms of the scale and severity of humanitarian need. The El-Nino induced drought of 2015 impacted large swathes of the ‘highlands’ in 2016; addressed by the biggest (single country) drought response operation in global history. In 2017, ‘lowland’ pastoral areas have been reeling from three consecutive failed rains. Resource mobilization efforts for the 2017 HRD continue, with funding provided by both Government and international donors. Major gaps remain to ensure needs are addressed to the end of the year; additional funding will also be required early, to ‘front load’ response efforts for the start of 2018.

Ethiopia’s humanitarian situation is worsening and the needs have already surpassed those identified in the 2017 Humanitarian Requirements Document (HRD), according to the National Disaster Risk Management Commission. Following the belg seasonal assessment in June – July 2017, the mid-year HRD set a target of 8.5m people (an additional 2.9m people from the beginning of the year) would require food assistance to the end of the year, on top of some 4.1m PSNP clients who would also be requiring continued assistance until the end of 2017.

OXFAM in Ethiopia developed its comprehensive strategy and plan to respond to Indian Ocean Dipole (IOD) induced drought in Ethiopia in the beginning of 2017 which was reviewed and revised twice based on changing context and emerging humanitarian (e.g onset of delayed rainfall towards late April/early May with flash flooding in some of the target areas; AWD outbreak; increased caseload of people affected by the impact of the drought in Ethiopia and resonate the objectives and approaches of the overall response programme). The overall objective of Oxfam’s drought response is “To contribute to the reduction of mortality and morbidity, protection and restoration of livelihoods, maintenance of human dignity and building of resilience of drought-affected population”. The specific objectives are WASH, EFSVL, Gender, and Protection.

Key questions of the evaluation

The scope for evaluation is determined in line with Oxfam’s Global Evaluation Policy and evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability, connectedness, coherence, coverage) are associated with several key questions that are to be addressed.
