Purpose of the Assignment: The consultant provides technical support and coordination assistance for implementation of a 2 year multi-partner refugee education programme.

Duration of the assignment: 11.5 months

Assignment Tasks

  • Support to coordination on delivery of the Education Cannot Wait initiative
  • Contribute to the establishment of coordination mechanisms at federal and regional levels to provide multi-partner oversight and ownership of programme implementation.
  • Monitoring of work progress as against programme schedule and intended results.
  • Programme development and planning
  • Provide operational support to the preparation/design and revision of the ECW programme. Propose programme strategies, design and implementation plans
  • Provide technical advice to sector partners on policies, strategies, best practices and approaches on education in refugee and host community settings and other related issues to support programme development planning, implementation and delivery of results
  • Participate in strategic programme discussions on the planning of education in refugee and host community settings. Review proposed interventions, ensuring alignment with Government of Ethiopia regional strategies and national priorities.
  • Provide operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programme with other sector initiatives and achievement of results as planned.
  • 3. Programme monitoring and quality control of results

  • Contribute to organization of and participation in programme reviews to assess progress and to engage stakeholders to take required action/interventions to achieve results.
  • Prepare reports as required to share lessons learned from programme implementation and use knowledge gained for timely intervention to achieve programme goals.
  • Monitor interventions to assess progress through field visits and exchange of information, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Advocacy, networking and partnership building
  • Strengthen partnerships through networking (across government bodies, bilateral and multi-lateral Development Partners, NGOs, civil society organisations, research institutes and private sector) to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education.
  • Engage in inter-agency discussions on education in refugee and host community settings and related issues.
  • Innovation, knowledge management and capacity building
  • Contribute to the development of related policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of the programme.
  • Organise and implement capacity building initiatives to enhance the competencies of stakeholders to promote results on education for refugees and host communities.
  • Promote critical thinking and innovative approaches and good practices for refugee education initiatives.
  • Support the dissemination of best practices and knowledge learned.
  • Methodology

    The consultant will work closely with a Refugee Education Specialist counterpart based within the Administration for Refugee and Returnee Affairs (ARRA) as well as an international Education Cannot Wait Project Coordinator.

    Expected Deliverables

    The consultant will submit monthly reports which indicate progress as against the five key areas of work and the individual results expected under each of these.

    Qualifications of Successful Candidate

    Education

    An Advanced University Degree in education or related fields is required.

    Years of relevant experience

    Minimum of 5 years of progressively responsible relevant work experience in programme planning and management, some of which should be in educationally disadvantaged geographic areas. Experience implementing multi-partner education programmes will be considered an asset.
