PURPOSE AND OBJECTIVE
Individual consultancy to assist the Ministry of Education and Human Development (MINEDH), Directorate of Cross-Cutting Issues (DAT) and other relevant actors to promote gender equality across the different levels of the education system, responding to the challenges of limited access, attendance and retention, and drop-out of vulnerable children in particular (adolescent) girls, and to do so in line with MINEDH ‘’Education Sector Strategy 2012-2016 (-2019)’’, the ''Gender Strategy and its Operational Plan” for the period 2016-2020, the Ministry of Gender, Children and Social Action (MGCAS) “Child Marriage Strategy” for the period 2016-2019 et al. In particular, advise the implementation of the gender strategy and gender mainstreaming in education plans and programmes, develop a capacity needs assessment and plan and provide capacity building to MINEDH gender focal points and other relevant actors in the ministry.
METHODOLOGY AND TECHNICAL APPROACH
The consultant will work closely with the Ministry of Education, Directorate of Cross-cutting Issues (DAT) and the UNICEF Education Section on a regular basis, but will also reach out to the planning directorates and other relevant directorates/departments in MINEDH as well as other line ministries (MGCAS in particular), other sections in UNICEF (adolescence, child protection) and relevant partner organisations (through the cross-cutting working group and gender taskforce).
The consultant is expected to develop a roadmap for implementation and monitoring of the Gender Strategy, advise and guide gender mainstreaming in national and provincial medium-term and annual plans and programmes based on an assessment of the extent to which gender equality is currently being promoted across plans and programmes, build capacity of the gender unit in MINEDH/DAT and of gender focal points in MINEDH at national and sub-national level based on a definition of ToRs and an assessment of capacity development needs, aimed at operationalizing the gender strategy linking it with the child and early marriage strategy as well as with other relevant strategies.
The work will consist of desk review, interviews, meetings, consultations and focus group discussions with MINEDH/DAT and other relevant actors.
KEY-ACTIVITIES AND TASKS
DELIVERABLES.
Deliverable 1. Report with the results of the review (The report should be discussed with MINEDH/DAT and agreed/validated by the Ministry and UNICEF Education section).Delivery timeframe - 20 working days.
Deliverable 2. Approved roadmap for the implementation and monitoring of the Gender Strategy both at national and sub-national levels (The implementation plan should be validated by DAT/DPECs, UNICEF).Delivery timeframe: 20 working days.
Deliverable 3. Guidance for mainstreaming of gender action points into the national provincial level medium-term and annual plans.Delivery timeframe: 20 working days in this period.
Deliverable 4. Capacity building strategy, plan and initiatives for relevant actors and gender focal points, including strategy, plan, training manual and materials, and other tools. Report on the delivery of workshops and any other training initiatives.Delivery timeframe: 80 working days.
Deliverable 5: Submit final consultancy report with follow-up actions and present to stakeholders.Delivery timeframe: 10 working days.
MANAGEMENT AND SUPERVISION.
The consultancy will be supervised by the Education Specialist (Access and Retention) under the overall guidance of the Education Section Chief in close consultation with the head of the MINEDH/DAT director. The consultant will work in the premises of MINEDH in the Directorate of Cross-Cutting Issues specifically with the staff of the Gender Department. The estimated number of days for this consultant is 150 days to be delivered in a period of ten months, from 1 October 2017 to 31 July 2018.
QUALIFICATIONS AND SPECIALIZED KNOWLEDGE.
Academic qualifications. At least a Masters’ degree in Social Sciences or other related fields with specialization in gender.
Work experience. Eight years professional work experience in the field of gender, providing proof of relevant experience in facilitating gender mainstreaming, programming, planning/budgeting, capacity development and/or analysis at country or regional level. Experience working with government stakeholders on planning, implementation and monitoring of policies, strategies and annual plans.
Competencies and knowledge. Excellent knowledge and understanding of state-of-the-art insights into approaches to gender mainstreaming in education sector plans and programmes. Good reporting and presentations skills.
Language requirements. Fluency in Portuguese and English with high standards of written Portuguese is required.
EVALUATION CRITERIA
The selection of the consultant will be based on a “best value for money” principle. Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided. The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time.

Total Maximum Technical Score: 100 points
Minimum Technical for pass to financial assessment: 70 points
