In summary, as a Meal Coordinator the candidate will:
Manage the MEAL framework to monitor the recovery program and other humanitarian activities, gather information for reporting.
Support Oxfam Humanitarian Program Team and COSACA MEAL staff in developing/updating the MEAL framework and tools for humanitarian programming.
Support partners in the implementation of systems and tools for monitoring and evaluation of their activities.
Develop and oversee the implementation of the feedback and complaints mechanisms
Draw on lessons learned from recent the drought emergency and roll out recommendations from the evaluation
Design data collection tools for the humanitarian recovery program to be used by all COSACA members and implementing partners.
Collate M&E information periodically including through site visits
Manage all data collection and maintain database
Capture M&E information and Learning from project reports, case studies and publications
Assist the project team in strengthening the accountability mechanisms at project level
Collate and elaborate reports for the donor
Support programme team to develop innovative MEAL tools using new technology of information.
Cooperate with Gender Officer to make gender equity and social inclusion mainstreaming is measurable in project proposals and current programs
Develop the capacity of Oxfam and COSACA Humanitarian Staff and Implementing Partners on use of MEAL tools and concepts
Undertake periodic monitoring and technical support visits to partner working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
Organizes project learning events to promote learning and to reflect and capture project outcomes and learning
Coach the project team and partners in how to document lessons learnt
Ensure the collection of best practices, case studies which demonstrate qualitative and quantitative changes over the period
Connect to MEAL resources available across the confederation to support innovation and best practices.
The ideal candidate should have:
Graduation in a relevant area from a recognised university
At least 5 years experience of work in development context projects with Monitoring, Evaluation, Accountability, and Learning skills
Good knowledge in Monitoring, Evaluation, Accountability, and Learning.
Experience working with various partners (government, INGOs, civil society organizations and private sector)
Experience in humanitarian programming an advantage
Excellent people skills and experience of managing staff
Fluent in written and spoken Portuguese and English
Experience of working in a multicultural team
Strong commitment to gender equality and social justice
Excellent communication and interpersonal skills
Excellent computer skills
Ability to work under pressure, ability to prioritize and commitment to meet deadlines
Experience in and the ability to train people
Potential and flexibility of attitude to learn
