The Director, Strategic Information will provide technical leadership, oversight and strategic direction for project strategic information and monitoring, evaluation, and research (MER) activities in support of an anticipated USAID-funded HIV program in Mozambique. This large project, estimated between $350-400 million, aims to support the Government of Mozambique’s (GRM) achievement of HIV/AIDS epidemic control by 2020 in provinces where USAID is the primary clinical support partner. It will focus on two priority outcomes to measure this geographically-focused support: (1) to reach and sustain a level of 80% (or better) treatment coverage, and (2) to reach and sustain 90% (or better) viral suppression among people receiving antiretroviral therapy. The project will operate over a 5-9 year period. The position will be in close contact with the strategic information team based in Maputo and will stay up-to-date with OGAC guidance on strategic planning and strategic information. She/he will have in depth familiarity with MER indicators and definitions and will provide oversight and guidance on all measurement aspects of the project. This position will provide technical leadership to develop the project framework, the Performance Monitoring Plan (PMP), plans and indicators to capture performance results and provide effective, accurate and timely MER of all project activities. The position will supervise and manage the strategic information and MER team to design and implement strategic information and MER activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The position is responsible for documenting and disseminating project successes and challenges to USAID. The position will also design and conduct operations research, and will liaise with consortium partners and the Ministry of Health to implement strategic information and MER activities. Responsibilities:
- Provide senior level oversight and guidance on all aspects of strategic information, monitoring and evaluation for the project
- Provide leadership and direction on MER to ensure technical and financial integrity to achieve project goals and corresponding objectives and targets
- Oversee the development and implementation of the PMP to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, and all monitoring for process and outcome evaluations
- Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting
- Oversee development of data management system for warehousing project level data
- Lead results reporting to USAID by providing written documentation on MER activities and indicator results for progress and annual reports, as appropriate
- Ensure high-quality implementation, consistent with Mozambican national health guidelines, protocols, information and reporting systems
Work on the following subsystems that must work in an integrated way and will have to be implemented progressively:
Routine information system
Epidemiological surveillance
Information system mapping of health services
Information system for health facilities to review, analyze, and use their data
Mortality recording system
Lead efforts to develop a culture of data use within the project and with project-supported stakeholders and facilities, including use of data visualization, to contribute towards strategic decision-making and project planning with project leadership. This includes leading regular data review meetings with relevant stakeholders.
Conduct targeted evaluations and operations research, including design, data collection, management and analysis; ensure compliance with Jhpiego research standards
Ensure quality of data through data verification procedures, including routine data quality audits
Cultivate strategic relationships and alliances with other USAID and donor-funded projects and represent strategic information and MER activities in public and professional circles through meetings, conferences, and presentations
Maintain close contact with the strategic information team at USAID based in Maputo and stay up to date with OGAC guidance on strategic planning and strategic information
Ensure relevant data is entered into Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data
Support the project to provide the MOH with technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS data
Promote and support the dissemination of project information among the project team
Work with project and financial staff to prepare and track progress of project and activity budgets
Supervise a team of strategic information and MER professionals
Coordinate all strategic information and MER capacity-building activities with project staff, implementing partners and facility staff
Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course
Ensure protection of participant data and confidentiality during IRB process and implementation of studies
Required Qualifications:
- An advanced degree in statistics, quantitative and qualitative data analysis, data management, or information systems or related degree
- At least 10 years of experience in the field of M&E, Information Systems, or Strategic Information related to health projects with some experience in public health
- At least five years of experience in collecting, analyzing, and using data for decision making for donor-funded projects
- The ability to influence program policy and operational decisions, demonstrated by previous experience in leading the development and implementation of instruments, tools, and or protocols used in the measurement of program outcomes
- In depth familiarity with MER indicators and definitions
- Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
- Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
- Strong skills in word processing, Excel, and ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
- Familiarity with USAID or other US government administrative, management and reporting procedures and systems preferred
- Familiarity with Mozambican health management information system and other national M&E systems
- Expertise in research to practice—identifying and adapting best practices to specific project contexts
- Strong oral and written skills in Portuguese and English, including demonstrated technical writing skills for publication
- Ability to travel 50% of time within project provinces and Maputo, and to attend international meetings as needed
