Mozambique: Health and Hygiene Specialist

WaterAid Mozambique is looking for a Health and Hygiene Specialist, based at Maputo office.

WaterAid is an international development non-governmental organisation whose vision is of a world where everyone has access to safe water, sanitation and hygiene. WA has been working in Mozambique since 1995. From the beginning, WaterAid in Mozambique (WAMoz) focused exclusively on improving poor people’s access to safe water, improved hygiene and sanitation in selected rural districts and informal urban settlements in the country. The programme has also recently begun expanding into new small town areas with significant grant funding. Furthermore, there is an increased focus on sanitation, scaling up innovative water supply management and sanitation, moving to a programme based approach, and playing an increasing policy advocacy and influencing role in the sector.

Primary Purpose of Role

Reports to: WASH Technical Manager – Team Leader

Key Relationships: Project Manager, Water engineer, Finance Manager, Administration Coordinator.

The primary purpose of the Health and Hygiene Specialist is to provide technical leadership and assistance in the design of interventions related to behavioural change in matters related to health and hygiene and influencing policy and practice on the same.

Responsibilities

Research

  • Design and manage informative research studies and consultants, including facility assessments and operational research on health and hygiene;

  • Manage ethics review processes and potential proposals for funding;

  • Provide analytical evidence based research that supports the prioritisation of WASH in health and hygiene policy in the Country Programme;

  • Guide the work of Country Programme interns, as well as any other future staff/ volunteers/ students working on health and hygiene that may join the team.

Programme Support

  • Help to develop and design health and hygiene behaviour change programmes;

  • Coordinate creative teams and appropriate partnerships with different experts to design hygiene promotion packages;

  • Deliver training on health and hygiene matters to partners and WaterAid’s project teams;

  • Work with creative teams to develop simple, innovative and creative hygiene promotion packages to be delivered in programmes sites and to design prototype package materials (visual aids and Behaviour Change Communications - BCC/ training materials), ensuring proper testing of package;

  • Perform regular monitoring of the CP’s Health and Hygiene projects to assess progress against success indicators;

  • Support consultants to undertake mid-term and final reviews and evaluations.

Capacity Development and Networking

  • Identify other key resources/organizations that can provide input on health and hygiene and establish relationships and partnerships;

  • Manage the development of materials for capacity building on health and hygiene topics;

  • Work closely with identified stakeholders to plan capacity building programmes;

  • Establish links with academic institutions working on health and hygiene and establish programs for engaging with students and inputting into curriculum development;

  • Develop and maintain a program of regular learning activities for WaterAid’s staff and partners on this theme;

  • Ensure external knowledge and learning permeates WaterAid through links with external organizations;

  • Keep up to date with current developments within this sector.

Global Collaboration

  • Participate in the development of behaviour change strategies for implementation by partners;

  • Provide technical support to WaterAid’s staff to address behavioural issues related to health and hygiene issues;

  • Develop guidelines on health and hygiene for use by various partners and beneficiaries;

  • Conduct research on health and hygiene to help upscale interventions and best practices;

  • Lead the process documentation of Health and hygiene interventions across CP and work closely with WA to disseminate the findings;

  • Conduct monitoring and evaluation of health and hygiene activities to assess progress of behavioural change;

  • Engage stakeholders in the health and hygiene sector on behavioural issues to influence policy and practice;

  • Prepare reports on the status of behavioural change interventions and plan accordingly.

Specific Context

  • The position requires regular traveling in country for project implementation, WaterAid and Partners locations. Also required to travel at regional and international level whenever necessary;

Candidate profile: Experience and Technical Skills

  • Master’s Degree in Health and Hygiene (or similar sector education);

  • Minimum five (5) years of experience working on WASH programmes;

  • Demonstrated experience working on advocacy related to public health and hygiene issues;

  • Experience in engagement with the WASH sector at the highest level towards the realisation of the sustainable development goals, government ministries, departments and agencies, civil society groups, development partners and communities;

  • Excellent written and verbal communication skills and experience of networking and liaising with policy makers, donors and development practitioners involved in WASH sector development in developing countries;

  • Intermediate to expert skills in Microsoft Office (specifically Word, Excel and PowerPoint).
