CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Internal Control Coordinator supports Head of Internal Audit by evaluating adequacy and effectiveness of the governance, risk management and control systems. S/he will carry out audits, reviews and investigations to deliver opinions on the effectiveness of the controls and risk framework operating across Save the Children International to the various stakeholders.

SCOPE OF ROLE:

Reports to: Head of Internal Audit (HIA)

KEY AREAS OF ACCOUNTABILITY:

· Supporting Head of Internal Audit in leading, planning, conducting, reporting and following up assignments from the audit plan on time, to a high standard and within budget; all audits will be conducted in teams and some of these assignments will require the post holder to assume the lead role

· Work with the Head of Internal Audit (HIA) as required, with regards to audit assignments and enhancement projects and provide expert advice, support and recommendations to management and staff on a range of complex compliance, audit and risk management matters, in accordance with established Save the Children International policies and procedures, and professional standards

· Work within a team to conduct special investigations into cases of alleged fraud and/or serious negligence as required; provide advice to management on corrective action, as appropriate and in accordance with Save the Children International’s Fraud Policy

· Support HIA to lead specific organisational projects as assigned; these may be for the SMT, or other senior managers

· Support HIA to ensure that relationships with all ‘clients’ remain strong, through effective networking and delivery of first-class results

· Support HIA to deliver workshops and presentations as required by the organisation within the relevant field e.g fraud awareness training, refresher trainings, induction etc

· Support Head of Internal Audit (HIA) to contribute to systems development work within Save the Children International, providing independent advice regarding appropriate levels of internal control and facilitating the effective management of risk

· Support Head of Internal Audit to provide input to the preparation of operational and strategic audit plans, and into the future shape and direction of the Mozambique country office.

· Support HIA in preparation of quarterly and annual reports/work plans and present these to the SMT

· Supporting HIA in responding to queries raised by management, providing prompt and professional advice as appropriate

QUALIFICATIONS AND EXPERIENCE

Essential

  • Professional qualification such as Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Certified Fraud Examiner (CFE), Certified Internal Auditor
  • Extensive experience in relevant operational areas (e.g. in programme/project management in an INGO context) and be willing to learn the appropriate audit skills
  • Be highly accurate, detail-orientated, and able to complete multiple projects, with conflicting priorities, on a timely basis
  • Excellent written communication (report writing) skills
  • Highly developed interpersonal and communication skills including influencing, negotiation and relationship building
  • Strong results-orientation, with the ability to challenge existing mind sets
  • Willingness to undertake high amount of travel within the Mozambique SCI field locations (30%) and work with minimum supervision under difficult conditions in some of the most underdeveloped, insecure and remote parts of Mozambique.
  • Strong cultural awareness and be able to work well in an international environment with people from diverse backgrounds and cultures
  • Demonstrate high standards of ethics and integrity
  • Track record of leading a small team for specific short-term audit or other work assignments and delivering high quality timely results
  • Experience of evaluating systems and processes, identifying weaknesses and areas of improvements
  • Commitment to Save the Children values

Desirable

  • INGO experience or have worked in a commercial/public sector international organisation
  • Familiarity with grant requirements of major donors such as USAID, DFID and the UN
  • Good financial analysis aptitude
  • Experience of Agresso financial software
  • Experience of audit and fraud detection and investigation
  • Fluent in Portuguese and English and must be a Mozambican
  • Ability to look at the bigger picture when assessing organisational performance and risk
