TechnoServe Mozambique is working with the Embassy of Sweden (SIDA) to design and implement a five-year, Women in Business (WIN) program to support women entrepreneurs and women-led micro, small and medium enterprises (MSME) in high-potential sectors across the country. We are seeking a Maputo-based Program Director (PD) to oversee this important initiative that will take a market systems approach to wide-spread impact.
The Program Director, an expert in MSME development and entrepreneurship, will lead the overall implementation and management of the anticipated program, including providing oversight of activities, developing workplans, overseeing the program budget and M&E, and donor reporting. S/he will continuously develop operational efficiencies and drive innovations in delivery and will serve as the primary point of contact with the donor, ensuring that the program meets established objectives and targets.
As Program Director you will:
- Lead the inception phase diagnostic (six-months) to inform program implementation.
- Identify staff training needs and oversee staff capacity development as required.
- Maintain good working relationship with donors, partners, and key stakeholders.
- Lead overall program strategy and adaptive management to ensure highest-impact interventions.
- Ensure that program objectives, outcomes, and deliverables are met on time and within budget, and that financial, operational, and reporting requirements of the donor and TechnoServe are adhered to.
- Guide team to develop effective monitoring and evaluation plans, turn data into actionable insights to guide implementation, and disseminate results and learning.
- Develop and share internal and external project performance metrics.
- Manage the activities and performance of project staff and consultants, ensuring high-quality execution and delivery of project targets.
- Supervise, mentor and develop staff capacity to ensure program delivery, staff performance, and retention, overseeing the recruitment of new staff as needed.
- Manage budget for respective project work-streams, ensuring operational plans are aligned with project budgets.
Monitor project expenditures and manage budget variances, realigning as required.
You will have:
A master's degree in development, business administration, economics, marketing or related discipline, MBA preferred.
At least five years of post-graduate experience in a combination of value chain and market systems development, women's economic empowerment, entrepreneurship development and gender integration.
Fluency in Portuguese and English.
Experience in implementing private sector or SME development assistance programs, particularly relating to agricultural SMEs strongly preferred.
Knowledge of private sector/SME landscape in Mozambique and Southern Africa is strongly preferred.
Strong interpersonal and communications skills in a multi-cultural environment.
Ability to work with tight deadlines while managing multiple tasks and projects.
Ability to develop well-written, cohesive analyses and reports.
Proven experience managing and motivating teams.
Experience in leading/managing donor funded projects required.
