Position: Program Development Consultant - Ethiopia

Contract Period: 7/31/2017 – 09/31/2017

Supervisor: Senior Technical Advisor for HIV/AIDS

Organizational Background:

Heartland Alliance International (HAI) is the global arm of Heartland Alliance for Human Needs & Human Rights, a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI is comprised of a dozen country offices implementing programs on a broad range of human rights issues globally. HAI is an industry leader in access to high-quality and stigma-free health care. It also has significant expertise in the fields of trauma-informed mental health care, psychosocial support, and access to justice for survivors of human rights abuses.

Overview:

HAI is a leader in access to high-quality and stigma-free health care. Since 2009, HAI has implemented effective, large-scale programs that reach heavily stigmatized key populations in Nigeria, Côte d’Ivoire, Ghana, Ethiopia, Rwanda, and the Dominican Republic with comprehensive HIV/AIDS prevention, treatment, and care services. HAI is currently seeking a Consultant to lead and coordinate the development of a proposal focused on identifying key and priority populations and providing HIV prevention and treatment services and linking with community- and facility-based HIV services across the clinical cascade in Ethiopia.

Key Responsibilities:

In conjunction with HAI staff, the consultant will:

  • Develop a consortium of local and international service providers to provide HIV prevention and care services for Key Populations at risk for HIV;

  • Be the lead writer of a proposal for HIV prevention and care services for Key Populations at risk for HIV in Ethiopia;

  • Ensure that objectives/outcomes/activities proposed:

    • respond to technical and financial requirements set out in request for applications;

    • conform to local and international standards for state of the art services;

    • are appropriate to local HIV epidemic;

    • consider the local political and cultural context;

    • leverage HAI’s unique experience and expertise.

Deliverables:

The Consultant will complete a final proposal including the points listed in the key responsibilities section above.

Qualifications:

The ideal candidate will demonstrate the following:

  • A track record of successful funding;
  • Strong knowledge/experience with programs for key populations in Africa, especially Ethiopia;
  • Ability to develop strong coalitions that complement the skill set of the Prime (strong interpersonal skills);
  • The highest level of English technical writing skills;
  • Experience working with local HIV/AIDS actors in Ethiopia.

Timeline:

This assignment is expected to require about 21 days, starting on or around July 31, 2017, including travel and Saturday work authorization.

A minimum of 10 business days will be spent in Ethiopia.

Dates may need to be adjusted depending on when request is released from funder.
