CONTEXT
The Better Migration Management (BMM) project is a regional initiative funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Development and Cooperation, coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and implemented by a consortium of UN and European Member States cooperation agencies. This multi-year project (2016-2019) seeks to improve migration management in the region, and in particular to address the trafficking and smuggling of migrants within and from the Horn of Africa. The project covers Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan, and Uganda and consists of four interrelated components, namely:
1) Policy and legislative frameworks development and harmonization;
2) Provision of capacity building and basic equipment to all institutions and agencies responsible for migration and border management;
3) Support in the identification, assistance to and protection of victims of trafficking in human beings and vulnerable smuggled migrants, and
4) Awareness-raising campaigns to promote alternative income generation and livelihood options, including regular and safe migration mechanisms.

OBJECTIVE
As part of the project implementation team, the Capacity building and monitoring officer will serve as the main resource person for the identification of learning objectives in line with the indicators and baselines set in the BMM logical framework, for the design and consolidation of all short, mid and long-term capacity building efforts with the BMM project team, government and local institutions, and for documenting the outcomes of the capacity-building measures delivered by the project.
KEY RESPONSIBILITIES
Under the overall supervision of the Project Manager (HQs) and under the direct supervision of the Project Coordinator (Addis Ababa), the successful applicant will provide a support on:
Training development and delivery:
Identification of learning objectives targeting law enforcement officials and service providers to better respond to the needs of vulnerable migrants and victims of trafficking by supervising and / or leading training needs assessments among and with selected partners
Advise on the development of relevant training materials and tools that enhance the effectiveness of the capacity-building component of the project, as per the learning objectives identified
Attend, participate and provide necessary inputs for preparation of and during project meeting, workshops and trainings
Monitoring
Develop an operational plan, procedures and toolkits for the core monitoring functions
Oversee the review of project level monitoring (M&E) plan and associated work plans for each component/activity/countries (as reflected in the logical framework)
Training and mentoring project staff in monitoring and evaluation principles and techniques
Oversee and participate in assessments and evaluations as required
Knowledge Management
Develop and maintain databases and data collection tools needed in the project activities
Provide training materials and sessions on the use, maintenance of databases, real time monitoring and measurement and data collection
Serve as focal point for providing monitoring and evaluation inputs on reports; Develop short analytic reports using performance data
Prepare and submit monitoring and evaluation inputs as per the Log Frame to all project reports, meeting the deadline as per the requirement of project

REQUIRED PROFILE
Professional experience
At least 5 years of work experience in a field related to planning or project implementation
At least 3 years of experience in conducting monitoring and evaluation at the project level
Previous successful involvement with, and good knowledge of governmental institutions and international institutions in the Horn of Africa
Experiences in creating and managing database, monitoring tools and plans
Experience in reporting to partners and donors
Qualification & Skills
Master’s degree in a relevant field, development studies, social sciences, results Based Management
IT literacy (Access, SharePoint, Word, PowerPoint, Excel, GIS and SPSS)
Willingness to undertake regular mission in the countries of the project
Good knowledge of concepts and framework for monitoring and Evaluation and Result Measurement
Written and spoken English required, knowledge of other local languages an asset
Previous working experience in a multicultural environment
Knowledge of migration and/or trafficking trends in the region an asset
