Mozambique: Senior Program Manager - 4Children Mozambique

BACKGROUND:
Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities. 4Children's work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity for vulnerable children and their families.

Beginning in January 2017, 4Children has been supporting the Ministry of Gender, Children and Social Action (MGCAS) to continue providing professional training and certification of social workers in Mozambique. 4Children will support the transition to an alternative bursary training model and delivery mechanism to sustain the professional training courses and increase access for civil society representatives.

JOB SUMMARY

The 4Children Mozambique Program Manager (PM) will provide overall project management and technical leadership to 4Children's project in Mozambique, funded for approximately $1.37 million over two years. S/he will ensure the project contributes strategically and sustainably to ongoing OVC and HIV programming interventions supported by PEPFAR, other donors, and the government of Mozambique.
The PM will provide project leadership and technical advice, guidance, and support to program design and implementation issues on the 4Children project with a focus on the professional training and certification of social workers in Mozambique. The PM will ensure representation of the project and close ongoing collaboration with the ministry counterpart at national and provincial levels as well, as relevant, PEPFAR implementing partners and other OVC and child protection partners in the project implementation. Provinces of Sofala and Niassa. S/he is responsible for overall management of the project, including agreements with local implementing partners, consortium partners, and strategic relationships with key stakeholders, including the USG, line ministries, in particular the Ministry of Gender, Child and Social Assistance (MGCAS), UNICEF, and other key stakeholders in the HIV and Child Welfare sector at national, district, and community levels in Mozambique. S/he ensures implementation of the program in line with PEPFAR priorities and in coordination with 4Children overall consortium. S/he coordinates operational implementation, including adherence to PEPFAR/USAID program requirements, ensuring project resources are managed per CRS and USG rules and regulations, and process and results are documented in a timely manner.

SPECIFIC RESPONSIBILITIES

  1. A.Program Technical Quality

  2. With key program staff, ensure project objectives and results are fully accomplished and meet expected technical quality standards

  3. Identify any needs for technical assistance in a timely manner, contribute to the development of scopes of work (SoW), and ensure that technical assistance needs are met through collaboration with regional and headquarters support staff supervision of technical support.

  4. Lead the planning of project activities and set appropriate performance targets ensuring adherence to technical standards, best practices, reporting time lines and donor guidelines are respected.

  5. Ensure that the project execution is in line with the program vision and all the program plans are effectively implemented and in line with CRS agency program strategies and guiding principles.

  6. Ensure key changes in program direction and focus are done in consultation with the CRS/Mozambique country team, 4Children technical advisors, 4Children consortium members, Mozambique government, and USAID.

  7. B.Partnership

  8. Engage 4Children consortium partners, as appropriate, during key stages in the project cycle for their insights on the appropriateness of program approaches and interventions and to support program quality.

  9. Foster positive collaboration between 4Children, CRS Lesotho, Caritas Mozambique and PEPFAR/USAID Mozambique

  10. Forge and manage complex partnerships with government, civil society, learning institutions, UN agencies, and others as need arises.

  11. C.Representation and Advocacy:

  12. Represent 4Children Mozambique and act as primary program contact to the donor and other local and international stakeholders responsible for addressing all programmatic matters.

  13. Strengthen linkages with existing and potential partner agencies.

  14. Ensure that the program communication strategies, including compliance with 4Children and the donor's branding and marking requirements as well as CRS marketing and communication procedures are followed.

  15. D.Project Management:

  16. Oversee the relevant technical scopes of work, associated budgets, sub-agreements and grant management of local implementing partners. In conjunction with the finance and administration teams, develop, implement and monitor capacity building plans to address any organizational capacity gaps for local implementing partners, as needed

  17. Lead, manage and supervise 4Children Mozambique staff.

  18. Oversee the project's financial management, as per the project budget, including review and analysis of monthly budget comparison reports, preparation of quarterly forecasts, local partner grant management, and timely submission of annual expenditure analysis reports, in conjunction with the Finance/Operations Coordinator.

  19. Ensure timely submission of high quality project narrative reports, quarterly performance data, as well as other reports needed/required by the local government, donors, the region or headquarters.

  20. Ensure Performance and Development Planning, coaching and appraisals of staff performance are conducted in keeping with CRS' performance management system, addressing any issues of underperformance as appropriate.

  21. Ensure staff and project compliance with all CRS administrative, operational, and financial procedures and policies, as well as applicable to the donor regulations.

KEY WORKING RELATIONSHIPS

  • Internal: CRS/Lesotho Country Representative; 4Children/Mozambique staff, 4Children HQ Technical, Program, MEAL, and Operations Staff; CRS Department of Program Impact and Quality Assurance Technical Advisors, and SARO Regional Technical Advisors.
  • 4Children Consortium and Implementing Partners: 4Children Consortium including CRS staff and Maestral consultants supporting the project, and other 4Children technical advisors.
  • External: USAID, National and Local (District and Traditional Authority) government and ministries, Ministry of Gender, Child and Social Assistance (MGCAS) in particular, Provincial Directorate of Gender, Child and Social Assistance (DPGCAS), and other sectors relevant to OVC and HIV, UNICEF, Child Protection NGOs, USG Implementing partners, and district social welfare offices, district health offices, traditional authorities, and community-based organizations in Mozambique; donors; affected communities.
  • Supervisory Responsibility: The Program Manager directly supervises the Finance/Operations Coordinator and oversees the work of the two contracted Provincial Coordinators.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Master's degree in Sociology, Social Work, Public Health, International Development, or a related field.
  • Minimum 4-5 years experience in Program Management with an international NGO with at least three years working in the area of Social Welfare System Strengthening, Child Protection, Children Affected by AIDS and OVC, and/or Family Strengthening. Previous experience in Mozambique or in the Southern African Region preferred.
  • Strong knowledge of USG rules and regulations and at least 3 years experience managing projects in Africa.
  • Excellent administrative, planning, budgeting and financial management skills, including the ability to prepare and analyze work plans and budgets.
  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
  • Proven experience in building and maintaining institutional linkages required. Advocacy skills and facilitation skills are a plus.
  • Flexibility to work both in a team and independently.
  • Cultural sensitivity, patience and flexibility.
  • Demonstrated personal accountability and drive to serve others.
  • Ability to travel nationally and internationally as required, up to 30%.
  • Excellent oral and written communication skills required in both Portuguese and English.
  • Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.

  • Demonstrated knowledge and experience coordinating with national and local social welfare and health authorities in developing contexts.
