Overview:

Jhpiego seeks a Senior Research Manager to provide leadership, professional representation, and skillful management of a large multi-site research study. In close collaboration with the DOD, Jhpiego will work directly with the Forças Armadas de Defesa de Moçambique (FADM) to conduct a multi-year study to evaluate the impact of implementing the “Treat All” approach in a military setting and the impact of doing so on the health of military personnel and HIV incidence and transmission in surrounding communities. The study will involve three groups of study participants: men who are in the military and civilian men and women living in the catchment area of the military bases. For military study participants, Jhpiego, in coordination with FADM, will lead the recruitment, enrollment and follow-up of study participants, including all survey (demographics, behavioral) and biologic data collection, per the approved study protocol. Any consenting military personnel who test positive for HIV will immediately be linked to care and initiated on ART and provided adherence support through peer educators and community adherence support groups (CASGs), as well as continuous VL monitoring per study protocol and national guidelines. For community participants, Jhpiego will lead the implementation of three cross-sectional surveys which, similar to the military component, will include demographic, behavioral and biologic specimen data collection.

This position requires substantial experience with the management of community-based research and program evaluation in developing country settings, and preferably in the field of HIV and AIDS. It also requires the ability to work well with professionals and staff from a wide range of national and international organizations; and excellent management, leadership, and communication skills. The ideal candidate should also have experience strengthening capacity to conduct research and to facilitate the use of findings to inform policies and programs.

Responsibilities:

  • Serve as an investigator on the “Treat All” study. Specific responsibilities include: planning and coordination of the study preparatory phase and full implementation of the study. This includes developing study procedures; obtaining in-country approvals; participate in the recruiting, training, and management of study staff; maintaining regulatory documents in accordance with Jhpiego’s IRB policies; supervising the planning, implementation, and reporting of data collection; monitoring progress and providing regular updates to principal Investigators.
  • Contact / visit, in collaboration with the technical staff of the military units, selected health facilities and meet with senior staff and request permission to conduct the study on their site, provide them with any requested information
  • Supervise data collection during community and clinical activities; periodically observe recruitment of study participants to ensure study procedures are implemented according to protocol. Review data on a weekly basis and ensure that data management procedures are being followed.
  • Coordinate the provision of study updates throughout implementation, dissemination of results, and transition of materials to appropriate individuals / agencies through study closure
  • Collaborate with local research partners/investigators and manage relations with local field work and data collection partners. Monitor compliance with study ethical provisions and consenting processes. Provide regular feedback on the implementation of the study to the Principal Investigator and other relevant officials
  • Establish liaison with DOD and Ministry of Defense officials, and with Regional Administrative Offices, as well as officials and leaders at the community level during the implementation of the study
  • Communicate and facilitate the use of research results for program improvement, scale up of best practices, and policy change for strengthened HIV and AIDS service delivery. Responsibilities include participation in stakeholder meetings, seminars, workshops, and conferences, and contributing to preparation of presentations, reports, and publication of papers in high-impact peer reviewed journals.
  • Provide technical assistance to strengthen the capacity of government and other country- level stakeholders for the successful conduct and use of research for improved HIV and AIDS policies and programs.
  • Ensure proper and efficient financial and administrative management of the project research, including adherence to work plans and budgets as well as compliance with local laws and customs, donor requirements, and Jhpiego’s policies and procedures.
  • Represent the project and Jhpiego to donors, collaborating agencies, policymakers, community beneficiaries, government institutions, and other stakeholders in Mozambique.

Required Qualifications:

  • PhD or DrPH in public health, epidemiology, biostatistics, behavioral sciences, population studies/demography, or a related field, and at least five years of relevant experience in the successful implementation and management of HIV and AIDS research projects in low-resource settings. An equivalent combination of education and professional experience will also be considered.
  • Experience with design, implementation, and analysis of quantitative and qualitative research studies; experience hiring, training, and managing research staff for large community -based or clinical studies.
  • Quantitative and qualitative research skills and experience; proficiency in STATA or other statistical and data management software such as SAS, SPSS and AtlasTI or NVivo
  • Experience working with government and local partners and institutions to influence program and policy change and develop capacity to conduct and use research.
  • In-country/resident experience in Mozambique highly desirable.
  • Knowledge of USAID and PEPFAR donor requirements and reporting preferred.
  • Excellent Portuguese and English language oral and written communication skills, including demonstrated interpersonal and cross-cultural communication skills, and the ability to summarize and communicate research findings for diverse audiences.
  • Ability to work independently and to collaborate with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels. Excellent diplomatic, representational, problem solving, management, and interpersonal skills.
  • Willingness to travel both in-country, and internationally as needed.
