PURPOSE AND OBJECTIVE

UNICEF Mozambique is requesting technical and financial proposals from individual consultants or institutions for the new comprehensive UN Joint Programme on Social Protection for the coming three years (2017 to 2019), in support of the operationalisation of the Government’s Operational Plan of the ENSSB 2016-2024, and following its structure for Mozambique

Specific objectives are:

  • Development of a tailored M&E framework for the UNJP in coordination with the Government, development partners and CSOs;
  • Support the design and implementation of all the M&E activities related to Social Protection
  • Establishment of a qualitative and quantitative baseline of indicators identified by the M&E framework to ensure a rigorous assessment of the results achieved under the UNJP.
  • The support is planned to consist mainly of technical expertise, capacity building, financial and material support to ensure the capacity of INAS and MGCAS is strengthened to roll out the newly approved social protection programmes in the field in a more effective, reliable and accountable manner.

    METHODOLOGY AND TECHNICAL APPROACH

    The consultancy will combine a desk review of relevant policies, strategies, operational sectoral documents, and available documentation, reports and data (both survey and admin data) in relation to the UNJP and the overall Social Protection System in Mozambique, as well as primary data collection activities for establishing the baseline, which will include, but will not be limited to, key informant interviews, focus groups, surveys, etc.

    Ethical Considerations: The design of the research and the implementation process should explicitly address the Strategic Guidance Note on Institutionalizing Ethical Practice for UNICEF Research and UNICEF Procedure for Ethical Standards in Research, Evaluation, Data Collection and Analysis. Therefore, the research protocol will be submitted for an Institutional Review Board (IRB) approval at the UNICEF Mozambique CO.

    MAIN ACTIVITIES AND TASKS

    Review of programme and sector documentation: Complete programme documentation review, including relevant policies, legislation, strategies, operational sector documents, reports, etc. The documentation will be provided by UNICEF, ILO, WFP and government partners.

    Analysis of the information systems related to the programme and determination the information needs: Availability, relevance and quality of data, (information system, monitoring system); Evaluability assessment and proposed interventions; Frequency of collection of available data; Capacity of systems and staff to deliver what is needed

    Consultative/participatory process with key stakeholders in order to complement the documentary analysis and clarify stakeholders’ intentions, perceived Theory of Change and expectations:

    Development of a detailed M&E framework based on the UNJP Theory of Change. Based on the documentary review and the inputs from the consultative process, the consultant is expected to draft a detailed M&E framework with clear indications on the data sources, collection, roles and responsibilities, periodicity and means of data collection, etc. If necessary this part of the work may include organization of a ToC Workshop with key implementing partners and stakeholders.

    Support the design of qualitative and quantitative research and data collection (both qualitative and quantitative) against which the outcomes and the impact of the UNJP will be measured.

    Manage and monitor the implementation of the data collection and research, with a special focus on the quality assurance and ethical standards in evidence generation.

    EXPECTED DELIVERABLES AND TIMEFRAME

    Payments will be processed on a monthly basis, based on the negotiated monthly fee and against a monthly report and invoice making a clear reference to the progress in achieving the following deliverables:

    Deliverable 1:

    Delivery timeframe: June - September 2017

    Deliverable/product(s): Analysis of the information systems related to the programme and determination the information needs; Organization of the Methodological Workshop on evidence generation for social protection programmes; A detailed M&E framework based on the Theory of Change for the UNJP finalized and approved

    Deliverable 2:

    Delivery timeframe: October - December 2017

    Deliverable/product(s): Qualitative and quantitative research for the adopted M&E framework effectively monitored and draft final report completed with the technical advice of the consultant

    The consultant is expected to closely work with the UN staff engaged in the implementation of the UNJP, especially M&E staff, and strengthen their capacities for effective monitoring and evaluation of the Programme. It is also expected that the consultant will deliver, formally or thought frequent contacts with the government and CSO partners, capacity building activities on social protection related M&E systems.

    QUALIFICATIONS AND SPECIALIZED KNOWLEDGE

    Individual consultants may apply. This assignment requires an international consultant.

    Academic qualifications. Advanced degree in economics, social science or related social science disciplines, Ph.D. would be an asset.

    Work experience. A minimum of 10 years of relevant work experience in developing programme M&E frameworks, preferably in the development context. Previous experience working in Mozambique or region would be an asset.

    Specialised knowledge/skills. Strong methodological knowledge and skills in qualitative and quantitative research design, data collection, data analysis and reporting for development programmes. Basic knowledge on ethics and human subject protection in research. Excellent communication skills, writing and oral presentations to effectively discuss the design and to report findings, focusing on producing useful and accessible findings.

    Language proficiency. Fluency (verbal and written) in English. Fluency (verbal and written) in Portuguese would be an asset.
