PURPOSE OF THE ASSIGNMENT.

Develop a comprehensive Child Poverty Study for Mozambique.

METHODOLOGY AND TECHNICAL APPROACH

The proposed Study will be based on a series of background papers on child poverty and specific deprivations and will to a great extent rely on the desk review of existing policies, strategies and available secondary data sources. However, it will also involve a participatory process and consultations with a wide range of stakeholders, including children, with some primary data collection through interviews, workshops and provincial debates.

The Child Poverty consultant is expected to:

  • Conduct a comprehensive desk review of the background papers, national and sub-national policies, strategies, reports, as well as relevant research, evaluations and secondary data sources.
  • Organize an initial round of consultations with key stakeholders, including children, to acquire their views on the challenges in relation to child poverty and deprivations in the country;
  • Develop a conceptual framework for the Child Poverty Study covering: (a) Monetary and multidimensional poverty and disparities as from IOF data; (b) The changing development context (and the financial crisis); (c) Child Health and Survival (with a focus on nutrition); (d) Education; (e) Child Protection; Adolescents and social norms; (f) Social Protection; (g) WASH; (h) Other cross cutting issues;
  • Collect qualitative information on the impact of the current economic crisis on children;
  • Validate the preliminary results with key stakeholders;
  • Write the final Report of the Child Poverty Study and related additional outputs tailored to specific stakeholders: such as policy papers, academic paper, ;
  • Support organization of the Final Conference on Child Poverty.
  • The methods to be used will be highly participatory and should be informed by children.

    Ethical Considerations: As this research will involve children as informants, particular attention should be paid to ethical issues [1]. Moreover, the design of the research and the implementation process should explicitly address the Strategic Guidance Note on Institutionalizing Ethical Practice for UNICEF Research and UNICEF Procedure for Ethical Standards in Research, Evaluation, Data Collection and Analysis. Therefore, the research protocol will be submitted for an Institutional Review Board (IRB) approval at the Mozambique CO.

    EXPECTED DELIVERABLES, TIMEFRAME AND PAYMENT SCHEDULE

    Deliverable 1:

    Delivery timeframe: End of July 2017

    Deliverable/product(s): Consultation with MEF; Draft Conceptual Framework for the Child Poverty Study with methodology prepared;

    Deliverable 2:

    Delivery timeframe: End of August 2017

    Deliverable/product(s): Participatory process concluded, relevant inputs gathered and documented

    Deliverable 3:

    Delivery timeframe: Beginning of October 2017

    Deliverable/product(s): Draft Child Poverty Study

    Deliverable 4:

    Delivery timeframe: Beginning of November 2017

    Deliverable/product(s): Child Poverty Conference organized

    Deliverable 5:

    Delivery timeframe: Mid-December 2017

    Deliverable/product(s): Set of specific outputs (briefs, brochures, infographics, proposal for the web platform, etc.) on Child Poverty prepared

    The consultants’ fee may be reduced if the assignments/deliverables are not fulfilled to the required standard. In a case of serious dissatisfaction with the consultants’ performance the contract may be terminated in line with UNICEF procedure in such matters.

    QUALIFICATIONS AND SPECIALIZED KNOWLEDGE

    Individual consultants may apply. This assignment requires one international consultant.

    Academic qualifications:Advanced degree in economics, social science or related social science disciplines, Ph.D. would be an asset.

    Work experience: Minimum of 8 years of relevant work experience in developing and carrying out child focused research, preferably in the development context and on child poverty.

    Other:

  • Strong methodological knowledge and skills in qualitative and quantitative research design, data collection, data analysis and reporting for development programmes.
  • Basic knowledge on ethics and human subject protection in research.
  • Previous experience working in Mozambique or region would be an asset.
  • Excellent communication skills, writing and oral presentations to effectively discuss the design and to report findings, focusing on producing useful and accessible findings.
  • Fluency (verbal and written) in English;Fluency in Portuguese an asset.
