Mozambique: Resource Management Officer (National position)

Please be advised that this is a local position and as such only applications from candidates with a valid residence / working permit residing in Mozambique will be considered.

Context:

Under the direct supervision of the Chief of Mission in Maputo, Mozambique, and in coordination with relevant units at Headquarters (HQ) and Regional Office (RO) Pretoria, the successful candidate will be responsible and accountable for overseeing the budgetary, financial, human resources, procurement and administrative functions of the Mission and its sub-offices.

Core Functions / Responsibilities:

  1. Assist in monitoring and overseeing the financial management for all activities Mozambique including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the Mission.
  2. Prepare donor financial reports in accordance with IOM regulations and established procedures in close coordination with CoM and RO.
  3. Forecast cash flows according to activities in the Mission and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
  4. Assist in preparing annual budget for the Mission, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.
  5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
  6. Suggest procedural improvements and assist in training staff in the relevant areas of administration and finance.
  7. Assist in the supervision of the Mission’s human resources functions, including recruitment, retention, promotion, separation, and other related activities, in accordance with the Organization’s policies and procedures.
  8. Assist in the supervision of the Mission’s procurement, IT, and administrative functions, in accordance with the Organization’s policies and procedures.
  9. Liaise with other internal functional units of the Mission, as well as banking, donors and government counterparts and other stakeholders as required in the performance of the accounting function.
  10. Liaise with relevant units at HQ and RO Pretoria with regard to the financial and administrative activities of the Mission.
  11. Represent IOM in the Operations Management Team (OMT) of the UN in Mozambique
  12. Perform other duties as may be assigned.

Required Qualifications and Experience Education:

Education: University degree in Finance, Accounting or Business Administration, from an accredited academic institution; and At least five years of relevant professional experience.

Experience: Experience in financial management, accounting and budgeting. Experience with internal control assessment, internal audit and or external audit, Knowledge of international organizations’ regulations, policies and procedures, Experience with international institutions (knowledge of IPSAS and SAP highly desirable).

Advantageous: Knowledge of international accounting systems, software and procedures, Experience working for an international organization, Experience working overseas/outside of Mozambique, Experience working in English.

Languages: Thorough knowledge of English and Portuguese is required.
