For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.Since February 2017, Acute Watery Diarrhoea (AWD) outbreak has been recorded in some regions of Ethiopia starting from Afar region and then spread progressively in different other regions: Somali, Amarha, Oromia and SNPP. Since March 17, MdM has supported the health bureau of the Afar region in the response to the AWD cases management (with HR and logistic support), in the project area, implemented for the past 3 years. In Somali Region, The Government-led Health Command Post continues to lead and strengthen the coordination of the acute watery diarrhoea (AWD) response from Jijiga; holding daily meetings with operational partners. The Federal Ministry of Health has deployed two rounds of national health staff from across the country to Somali region to scale up the response. Currently more than 300 Government mobilized staffs are on the ground. The World Health Organization (WHO) has also deployed some 25 surveillance officers to Somali region to support Government in identifying the causes of the outbreak and improve case reporting. Despite the intervention the Somali Regional Health Bureau and different humanitarian actors there are now obvious increasing gaps between the spread of AWD outbreaks and the response which is being given, especially in the management of medical cases. In view of the deteriorating situation, NGOs present in the affected areas are even encouraged to redirect their existing funding to the AWD response. Upon request of ECHO and the authority, MdM has decided to assess the situation to bring a rapid medical response according to the AWD situation in Somali region, in front of the very low medical cases management response implemented up to now.**
TASKS AND RESPONSIBILITIES:
The main objectives of the emergency response medical coordinator is the assessment of the situation and to be able to provide appropriate emergency response about AWD (Acute Watery Diarrhoea) crisis in Somali region.
Your responsibilities include:
Assessment of the AWD crisis
You participate in the coordination meeting at field level: authorities and NGO/UN
You map the different actors implemented in the Somali region
You provide the assessment of the Health Bureau's capacities: stocks, HR, coordination of the response
You manage the data collection about the AWD cases and about the actions implemented in different zones of the Somalia regionIntervention Strategy of the AWD response by MdM
You identify the area of intervention: zones, districts (woredas) and kebele
You propose a response action plan including activities responses and means
You write the project proposal including budget (with the support of the logistics manager and the administrative coordinator)MdM Representation
Upon request of the general coordinator, you attend cluster’s meetings, coordination meetings, donors’ meetings and any other relevant representation meetings
Upon request of the general coordinator you ensure MdM’s representation and visibility towards UN agencies, other INGOs, local NGOs, community-based organisations, donor’s representativesReport
You propose a design of proposal for the emergency response
You weekly provide a feedback to the general coordinator / medical coordinator on the humanitarian situation

SKILLS AND EXPERIENCE NEEDED:
Master in public health, or medical background
Solid humanitarian background is necessary, experience in management of health programs in emergency settings
Former experience in Cholera cases management
Ability to work in a sensitive security context and to manage security and risks
Excellent knowledge of project cycle management and programming
Excellent interpersonal and diplomatic skills
Experience in the Horn of Africa is valuable
Fluent English (oral and written) mandatory
