Project Summary: **
MSI is the lead implementer of the E3 Analytics and Evaluation Project, which provides evaluation and analytic support to USAID's Bureau for Economic Growth, Education and the Environment (E3). Under this Project, the MSI team is designing a pre-post performance evaluation of USAID's Responsible Investment Pilot (“the Pilot”), which facilitates the use of the Analytical Framework for Land-Based Investments in African Agriculture (the “Framework”), a guiding document based on international soft law around land . The Pilot is initially being implemented in Mozambique from late-June to early July through January 2018. The Pilot will include a mapping component and the development of a grievance mechanism. The Pilot is collaborating with a local sugar firm on an existing project site to map out growers' land and set up a transparent grievance mechanism for these out growers using the Framework as a guide.
Initial field reconnaissance activities for the performance evaluation of the Pilot will be overseen by the team lead from MSI/NORC/NORC along with the Local Coordinator. Field reconnaissance is expected to commence in/or around May 2017 and last approximately 2 full weeks. Field reconnaissance intends to collect information and data on potential participating villages and near-by non-participating villages that will be part of the Pilot Activity.
Position Summary:
MSI is seeking an evaluation specialist based in or near Manhiça District, Mozambique to conduct baseline and end line data collection activities (primarily key informant interviews and group discussions) in close collaboration with an MSI team member, and serve as lead coordinator for logistical planning, translation, scheduling, and other operational functions during the MSI evaluation team's field reconnaissance in and around Manhiça District, Mozambique. The evaluation specialist will also play a supporting role in the finalization of the evaluation's data collection instruments, and data analysis and reporting activities. This is not a full-time position.
Responsibilities:
Data Collection and Analysis
- Review relevant background documents provided by the MSI team
- Conduct preliminary directed research on activities and opportunities, such as changes in the local context (e.g. political transitions, infrastructure improvements) related to field reconnaissance.
- Inform and advise the MSI team on potential challenges surrounding field reconnaissance activities.
- Provide data collection, translation, and communications support to the evaluation team over an approximately two-week period for field reconnaissance and baseline data collection activities, as well as a one- to two-week period for end line data collection activities.
- Support or lead site visits, interviews, and group discussions in Mozambique as required by the MSI evaluation team during the field reconnaissance, baseline, and end line activities.
- Participate in data analysis activities as required by the MSI evaluation team
- Assist with preliminary drafting of the baseline and end line reports by providing input as required by the MSI evaluation team, including subject matter expertise and local context (e.g., political, social, and land management context of rural Mozambique).
- Provide follow-up research and/or data collection activities as required by the MSI evaluation team.
Logistics
- Serve as lead local coordinator for all logistical matters for the MSI evaluation team in Mozambique. This may include identifying and making reservations for local transportation (e.g., car and driver), hotel accommodations, and other logistical needs to ensure that the MSI team is able to access all of the villages required for data collection activities, including compliance with relevant local regulations and requirements.
- Identify and coordinate with key stakeholders, such as neighborhood leaders or local government representatives, in preparation for the field reconnaissance visits.
- Coordinate interview scheduling and follow-ups with local stakeholders, while assisting in any necessary modifications or adjustments to field data collection activities for the duration of the trip.
Communication
- Provide updates to the MSI team via email before and after the field reconnaissance on a regular basis.
- Participate in planning conversations with members of the MSI team remotely and in-person, as required.
- Participate in debriefs and presentations for USAID with the MSI team, as required.
- Provide translation assistance for documentation, data collection instruments, and interview notes as required by the MSI team.
Qualifications:
- A minimum of a Bachelor's degree in a relevant field; Master's degree strongly preferred, preferably in an agriculture-related field.
- Resides in Mozambique, preferably in or in close proximity to Manhiça District.
- Knowledge of land management or agriculture, strongly preferred.
- A minimum of five (5) years, preferably no less than ten (10) years of experience in applied research, preferably including data collection (e.g., conducting key informant interviews, focus group discussions, structured and unstructured observations) for evaluations and similar studies for international donors such as USAID.
- A minimum of five (5) years of experience in logistical planning for field research or other activities of a similar nature, preferably for internationally-focused donors or other organizations.
- Strong qualitative analysis skills, preferred.
- Excellent organizational skills and demonstrated attention to detail, flexibility, resourcefulness, and creative problem-solving skills.
- Exceptional verbal, interpersonal, and written communication skills in English; native proficiency in Portuguese; ideal candidates will have proficiency in one or more local languages, such as Xichangana.
- Ability to work independently as well as with in close coordination with all levels of management and staff.
- Advanced computer skills including Microsoft Word, Excel, and Outlook.
