Short Term Value Chain Consultant/Team Lead, Mozambique

USAID/Mozambique has commissioned a value chain analysis (VCA) with the goal of identifying intervention points and potential activities around the oil seed, fruit, pulses and cashew value chains. The VCA will focus on Nampula, Zambezia, Manica and Tete provinces.

This assignment is contingent on funding from USAID but is expected to take place in Sept/Oct 2015. The responsibilities of the position include the following:

Technical

· Document Review: Review existing documents and evidence, including existing past project reports related to USAID, and other donor and government programs; review also includes reports, research and strategies in Mozambique related to the targeted VCs. This document review is meant to ensure that the assessment builds upon previous experience and lessons learned.

· Current situation: Assess current situation for the proposed activities using existing data, focus groups, interviews with VC stakeholders, observations, etc.

· Market Analysis: Conduct market analyses to develop a better sense of demand and opportunities for targeted VCs.

· Cross-Cutting Factors:Investigate and evaluate cross-cutting factors including gender, youth and environmental impact.

Deliverables

· USAID briefing and report writing: The VC Consultant will lead a detailed presentation to USAID in Maputo prior to departing from the country and will be responsible for writing all assigned sections of the assessment report and providing input and analysis into the overall recommendations section of the report to be submitted to USAID after departure from Dili. Beyond the responsibilities involved in contributing to the VC analysis, he/she will also be responsible for serving as the main point of contact to USAID, and drafting the final report.

Level of Effort and Reporting

· The level of effort for this assignment is 47 days, with a 6-day work week.

· The consultant will manage three technical local and international team members and one administrative assistant.

· He/she will report to ACDI/VOCA headquarter staff.

Qualifications

· Minimum Bachelor's degree required, strongly preferred Master's degree or equivalent in Agriculture, Agric. Economics, Agribusiness, and/or Entrepreneurship Development, or related area or equivalent.

· At least ten years of relevant experience in economic growth, trade, value chain competitiveness, agricultural development, and/or food security programs, five of which shall be in developing countries, preferably in Mozambique or the region.

· Demonstrated knowledge of the latest developments in advancing good/best practices in value chain development (i.e., USAID’s value chain and facilitation approach) that reaches women, youth, the poor and very poor, creativity, willingness to innovate, think systemically and propose catalytic interventions

· Familiarity with targeted VCs

· Experience carrying out a similar exercise in the recent past

· Demonstrated writing and communication skills

· Fluency in Portuguese strongly preferred

· Strong background in gender, youth or climate smart agriculture preferred.
